congestion at the main camp which is across the road. As no space is available
in the main camp for trailers,we need this area to meet that need. Also the need
for toilet facility in tnis area.
In 1992 we plan to build a 26 by 56 foot recreational building. This would be
a standard stud wall frame building, built on a concrete slab floor. At present
we have no facility for recreatioh in inclement weather. A building such as this
would meet that need.

Meeting of the Otter Tall County Planning Commission was held on February 6,
1991 at 7:00 P.M. in the Commissioners Room, Court House, Fergus Falls,
Minnesota 56537.
Mike Ackley, Carl Johnson, Frank Lachovitzer, Reba Lee, Bert
Olson,
Schwartz.
Kalar, Land & Resource Management Office were also present.

A motion by Ackley, second by Lachowitzer to approve the minutes
of January 2, 1991 as mailed.

Voting; All in favor.
A motion by Prischmann, second by Ackley to approve the
Conditional Use Application of Gerald Rufer. Preliminary Plat
called Pebble Shores. Pebble Lake <56-829), RD, Pt. GL 1 & 2, &
Pt. of NEl/4 of SWl/4, Section 13, Buse Township as presented
with the following conditions: 1. The dedicated road right-of-
way extends to the end of the property line. 2. The curve in
the road is to start at approximately Lot 6 of 1st Addition to
Rollins Beach (to save a line of trees). 3. The legal
description be corrected. Steve Rufer (new owner of the
property) represented the Application; Stanley Krlstenson and Ken
Greshowak spoke to the Commission requesting that they widen the
road down further and save a row of trees.

Dear Mr. Petterson,
Upon receiving notice of a hearing for a conditional use permit
submitted by Star Lake Bible Camp, we are, with this letter, informing
the planning commission of our desire to vote against allowing a
permit for the use stated.
Our property is adjacent to the property the bible camp wishes to
"improve". As things are currently, the camp invades our privacy and
quiet. Already, the noise level is high enough to disturb us. We
come to the lake to relax and find the noise to be an infringement on
our ability to use the property for the very purpose we value it. Any
further expansion would only make this problem worse for us.
With the expansions proposed by Camp Joy, we believe land values for
our property will decline. Who would be interested in buying vacation
property with a recreation facility and toilets on the edge of it?
When this property was acquired, there was only a field there.
Another problem which should be taken into high consideration by the
planning commission is the pollution generated by the proposed
expansion. Strict controls are placed on landowners to prevent
further pollution by septic systems. With a new toilet facility and
the high use suggested by Camp Joy, pollution will be greatly
increased .
Perhaps a suggestion to help the owners of the bible camp would be for
them to spread the use out over the summer so such facilities would
not be necessary. As it is, the camp seems to be in session only for
several weeks. Overcrowding and the need for expansion may be
minimized with a plan such as this.
Please record our vote in this matter as being against the expansion.
