You will likely need a permit from the Department of Natural Resources - Division of Waters if you propose to do any work below the Ordinary High Water Level of Loon Lake. This can best be determined by meeting on-site during the period of no snow cover. Since it is apparent you need a permit from the Otter Tail County Land and Resource office for work above the Ordinary High Water Level, a meeting coordinated between the three of us typically works the best. Due to the recent snow, it was difficult to see everything. while onsite, it appeared that some of the area in your proposed project may be below the ordinary high water level (OHWL) of Loon Lake.Otter Tail County only has authority to approve Grade & Fill Permits for projects being above the OHWL, it is the Department of Natural Resources (DNR) that has the authority to issue Permits to fill below the OHWL. In order for our Office to determine if a Grade & Fill Permit can be issued, we need a more detailed drawing showing the proposed project. Please refer to the enclosed map and description. The project consists of removing concrete walls and filling a basement and boat channel within the shore impact zone. The total fill required will be less than 300 cubic yards. I intend to restore the shoreline to its original natural condition and revegitate the area with native plant species.
