The following are corrections or requests for additional infonnation necessary before constmction of your
project;
Scope of Project: Addition of 22 Independent campsites to an existing campgronnd
1. No portion of the park may be subject to flooding.
2. Recreational camping vehicles shall be separated from each other by at least ten feet. Any accessory
stmcture such as awnings, car ports, or individual storage facilities, shall for the purpose of this
separation requirement, be considered part of the recreational camping vehicle.
3. A minimum lot size of 2,000 square feet shall be provided for each recreational camping site.
Proposed lot size for each campsite is 3000 sq. ft.
4. All recreational camping vehicles shall be located no less than 25 feet from any camping area
boundary line abutting a public street and at least ten feet from any other property boundary line.

5. All systems of plumbing shall be installed in accordance with the provisions of Chapter 4715 of the
Mimiesota Plumbing Code. For infonnation call 651-284-5067 or visit their website at
www.dli.mn.aov/CCLD/Plumbing.asn. -
Ensure that pluinbing plans are submitted to the MN Department of Labor and Industry for
review and approval.
When plumbing plans have been approved, Contact Mr. Gary Topp, 218-739-7206, for
relevant permits and onsite plumbing inspections.
6. Obtain an electrical inspection from the Minnesota Electrical Licensing and Inspection. All
electrical systems must comply with the currently adopted edition of National Electrical Code.

www.dli.mn.gov/CCLD/Electrical.asp for infonnation on electrical requirements and the name of
the electrical inspector in your area

7. All sewage and other water carried wastes shall be discharged into a municipal sewage system
which is operated under a permit issued by the Minnesota Pollution Control Agency whenever such
a system is available. When such a system is not available, a sewage disposal system acceptable to
the Minnesota Department of Health and the Minnesota Pollution Control Agency shall be provided.
Contact Ottertail County to obtain proper piermitting and inspections for the new septic
systems.
Provide a certificate of compliance on the new septic systems to the inspecting sanitarian, Mr.
Dave Wroblewski, during the opening inspection.
8. Fire protection shall be provided in accordance with the requirements of the state fire marshal..
9. Provide at least one garbage container for every four recreational campsites.
All sewer lines shall be located in trenches of sufficient depth to be free of breakage from traffic or
other movements and shall be separated from the park water supply system by at least ten feet,
unless special acceptable constmction of sewer lines is provided.
10.
All sewer lines shall be constructed of materials approved by the commissioner of health, shall be
adequately vented, and shall have water tight joints. Individual site sewer connections shall be at
least a four-inch diameter sewer riser pipe. The sewer connections shall consist of one pipe line only
without any branch fittings. All joints shall be.water tight. All materials used for sewer connections
shall be corrosive resistant, nonabsorbent, and durable. The inner surface shall be smooth.
Provisions shall be made for capping the sewer riser pipe when a mobile home or recreational
camping vehicle’dbes not occupy the site. Surface drainage shall be directed away from the riser; the
rim of the riser pipe shall extend at least 4 inches above ground elevation.

12. All water storage reservoirs shall be covered, watertight, and constructed of impervious material.
Overflows and vents} of such reservoirs shall be effectively screened. Manholes shall be constructed
with covers which will prevent the entrance of foreign material. The system shall be so designed and
maintained as to pro^vide a pressure of not less than 20 pounds per square inch under normal
operating conditions at service buildings and other locations requiring a potable water supply. In
mobile home parks and on recreational camping sites provided with individual water service
connections, riser pipes shall be so located and constmcted that they will not be damaged by the
parking of mobile homes or recreational camping vehicles. Water riser pipes shall extend at least
four inches above the ground elevation and the minimum pipe size shall be three-fourths inch.
Adequate provisions shall be made to prevent freezing of service lines, valves, and riser pipes. If
underground stop and waste valves are installed, they shall be at least ten feet from the nearest
buried portion of the sewage system. Water risers on unoccupied sites shall be valved off. There
shall be a horizontal ^stance of at least ten feet between water and sewer riser pipes; provided, that
where the sewer riser is constructed of cast iron pipe and the water riser is constructed of copper
pipe, the distance between may be less than ten feet. The commissioner shall grant a variance to
subparts 2 to 4 only according to the procedures and criteria specified in parts 4717.7000 to
4717.7050.
13.Where bottled gas is}|Used, the container shall be firmly connected to the appliance by tubing of
copper or other suitable metallic material. Cylinders containing bottled gas shall not be located
within five feet of any mobile home or recreational camping vehicle door. The container shall not be
installed or stored even temporarily inside any mobile home or recreational camping vehicle. No
container may be pe^tted to stand free, but must be firmly mounted in an upright position. All
piping from outside fuel storage tanks or cylinders to mobile homes or recreational camping
vehicles shall be permanently installed and securely fastened in place. All fuel oil storage tanks or
cylinders shall be securely fastened in place and shall not be located inside or beneath any mobile home or recreationaljcamping vehicle or less than five feet from any mobile home or recreational
camping vehicle exit! All fuel oil containers shall be mounted upon a stand or rack constructed of a
noncombustible material.

Scope of Project: Remodeling existing campground (license #23203, risk:L) by addition 8
new recreational camping sites for a total of 46 sites. The campground is serviced by
private water and private sewer.
Per phone call on 12/18/15 with Bill Kalar (Otter Tail County Zoning), no conditional use is
required for these 8 sites. From this point on any new sites will require a conditional use
from Otter Tail County.
Per phone call on 12/21/15 with Ron Peterson (Star Lake Township Board) no building
permit or conditional use permit is required with the township. They are okay with the
number of sites as long as the road setbacks and other township regulations are followed.
No portion of the park may be subject to flooding.1.
Recreational camping vehicles shall be separated from each other by at least ten feet. Any
accessory structure such as awnings, car ports, or individual storage facilities, shall for the
purpose of this separation requirement, be considered part of the recreational camping
vehicle.

A minimum lot size of 2,000 square feet shall be provided for each recreational camping
site. The lot sizes are 36 feet by 85 feet for a total of 3060 square feet per site.
3.
All recreational camping vehicles shall be located no less than 25 feet from any camping
area boundary line abutting a public street and at least ten feet from any other property
boundary line. All recreational camping vehicles will be at least 25 feet from the street.
4.
An adequate supply of water of safe, sanitary and potable quality shall be provided in each
recreational camping area within 400 feet of each campsite. Each campsite will be
supplied with water.
5.
All systems of plumbing shall be installed in accordance with the provisions of Chapter
4715 of the Minnesota Plumbing Code. For information call 651 -284-5067 or visit their

system design application was provided. Provide to the inspecting sanitarian at the
pre-operational inspection proof of septic approval.

Refuse Facilities:
Provide at least one garbage container for every four recreational campsites. One garbage
container will be provided per site. There is a centrally located dumpster where these
containers can be emptied into.

From my review of the information received in May & June 2009, my calculations (June
1, 2009 and June 3, 2009), and the map received from the Otter Tail County GIS
Department on June 4, 2009, I believe the following to be correct.
1. The aforementioned campgrounds are located on separate parcels.
2. Condition #1 (land area sufficient for 80 units) of Conditional Use Permit #6090
has been met.
Since this is the case, previously requested Sewage System Permit for the proposed
Buckhorn Campground may be issued.

which is operated under a permit issued by the Minnesota Pollution Control Agency whenever such
a system is available. When such a system is not available, a sewage disposal system acceptable to
the Minnesota Department of Health and the Minnesota Pollution Control Agency shall be provided
(Minnesota Rules, part 4630.0800); Permit to install septic system from Otter Tail county,
ensure the state plumbing inspector inspects the connection to the septic system prior to ■
covering septic system.
9. Recreational coping areas accommodating recreational camping vehicles having a self contained
liquid waste system with a waste reservoir shall provide a sanitary station for the disposal of waste
water. Such sanitary stations shall be equipped with a four-inch sewer riser pipe, surrounded at the
inlet by a concrete apron sloped towards the inlet drain, and provided with a suitable hinged cover.
A water outlet,^ with the necessary appurtenances connected to the camp water supply system, shall
be provided to penhit periodic wash-down of the immediate adjacent areas. Each recreational
camping area accommodating self-contained recreational camping vehicles shall provide sanitary
stations in the ratio of one for every 100 recreational camping vehicle sites or fraction thereof.
Sanitary dumping stations shall be screened from other activities by visual barriers such as fences,
walls, or natural growth and shall be separated from any recreational camping vehicle site by a
distance of at least 50 feet. Final disposal of sewage from such dumping stations shall be by a
method acceptable to the commissioner of health and Mirmesota Pollution Control Agency
(Minnesota Rules, part 630.0900). Dumpstation indicated in plans across from site #16 on
plans.
10. Fire Marshallilnspections:
Fire protection shall be provided in accordance with the requirements of the state fire marshal (MN
Rules 4630.1700).
11. Shower and Toilet Room Construction: no toilet or showers provided.
