A Conditional Use Permit Application (as stated by the Applicant): Nor-son, Inc. requests the
following as part of the After-The-Fact Conditional Use Permit Application: 1) Revised site
grading per drawing dated August 17, 2004 as a result of site conditions (drawing on file
with Land & Resource Mgt. Office). 2) Revise original CUP request from 855 cubic yards
of fill to 1,553 cubic yards of fill for import to site. 3) Allow for additional import, only, to
ensure the new driveway base drains properly to the Southeast. 4) Allow for the owner to
dress the entire site with 4” - 6” of topsoil, which will be part of a landscape plan. (Owner
to comply with permitting requirements.) The property is described as Lot 9 BIk 1
McDonald Shores, Section 20 of Edna Township: Big McDonald Lake (56-386), RD.
Tim Schulke (Nor-Son Inc.), Rich Moorhead & Nancy Ouderkirk represented the
Application.
Motion: A motion by Trites, second by Schwartz to approve as presented, allowing a
maximum of 4” of topsoil. Voting: All Members in favor.
Jeffrey D. & Amy L. Drake - Denied:
Conditional Use Permit Application (as stated by the Applicant): We propose to reduce the size
of an unstable ice ridge along the shore of our property. The reduction will facilitate the
recreation of a riparian zone to benefit wildlife and reduce the sand and silt runoff from the
ridge. Reducing the ridge will also improve our access to the lake and provide a better
view from the shore for supervising our young children. The maximum cut will be
approximately 3 feet. The property is described as Pt of GL 2 (6.84 AC), Section 15 of
Maine Township; Pickerel Lake (56-475), RD.
Jeffrey & Amy Drake represented the Application.
Motion: A motion by Sha, second by Trites to deny for the following reasons: 1. No
evidence has been provided that indicates this fill facilitate the recreation of a reparian
zone to benefit wildlife. 2. Adequate access to the lake exists. Voting: All Members in
favor.
Pair-A-Dice Resort & Campground/Joe & Lisa Harlow - Approved As Presented:
Conditional Use Permit Application (as stated by the Applicant): Increase food service menu to
include fresh baked pizza, burgers, subs & basket appetizers. Currently the lodge serves
3.2 beer, pop, candy & frozen pizza. Our goal is to serve our resort guests, lake customers
& local community. We are planning on staying open all year so increasing our winter
business to serve ice fisherman. We currently have a small establishment food line. Our
seating capacity is 30. The property is described as Pt of GL 1 ..., Section 17 of Pine Lake
Township; Big Pine Lake (56-130), GD.
Joe & Lisa Harlow represented the Application.

Dear Mr. & Mrs. Harlow,
We are not aware of any commercial kitchen existing at the subject resort.
Our records and memory only recall a rather crude “place of
refreshment/limited food” operation underMr. Lehman that served the resort
guests. This was a tap beer, frozen pizza operation with no glass washing
and disposable plate and tableware.
What is the purpose and extent ofyour new kitchen/equipment? Are you
proposing to expand the operation and /or increase the menu?

We are enclosing a copy of our report covering an examination of plans and specifications on the above-designated project. The plans and specifications appear to be in general compliance with the standards of this department. Please see the enclosed report for additional changes and/or comments. It isthe project owner’s responsibility to retain the plans at the project location.
This review does not pertain to the Engineering design (i.e., plumbing, swimming pools, service connections, sewage systems). A separate report regarding the Engineering Review will be sent.
Ten working days prior to completion of the project, please contact Mr. Rick Toms with our Fergus Falls district office at 218/739-1379 in order to arrange for a final on-site inspection.

The following are corrections or requests for additional information necessary
before construction of your project:1
Fobd and Beverage se2rvice equipment must meet the applicable
standards of NSF International. Evaluation to these standards by| ETL and UL are also approved. The proper sticker must be
displayed.
2. Primary food preparation surfaces (tables/counters) must be of
stainless steel construction in compliance with Standard No.
2 of NSF International.
Wait stations and cabinetry within the food service area:

All counters shall be on 6-inch stainless steel legs meeting
NSF standards, or on a solid masonry base.
3. Provide an NSF approved ventilation hood over cooking
equipment which will capture and eliminate moisture,
vapors, smoke, fumes and grease laden vapors.
Also, the requirements of the Minnesota Uniform Mechanical
Code(section 2000) covering commercial kitchen ventilation
systems must also be met.I . - - . ‘
Ventilation hoods must overhang the cooking line by at least six' inches on both ends.
i1A performance test may be required by the building official to
verify proper operation.I
4. Provide a minimum of a three-compartment sink meeting the
applicable standards of NSF International with two integrally
attached drainboards in the utensil washing area. Bar glass
washing sinks are not acceptable for food utensil washing and
sanitizing.

Provide and routinely use a chemical test kit to determine the
strength of the sanitizing agent in the final rinse water of
the three-compartment utensil washing sink.
Provide effective shielding, such as plastic shields, plastic
sleeves with end caps, shatterproof bulbs and other approved
devices for all artificial lighting fixtures in areas where tliere are exposed food, clean equipment, utensils, and linens,
or unwrapped single-seirvice and single-use articles.
A I separate on-site inspection will be conducted by the state
plumbing inspector to determine compliance with the Minnesota
Plumbing Code.
