Dear Mr. Hammond:
This is to inform you that at the May 7, 1975 meeting of the
Planning Commission a motion was passed to deny your application
for special use because of Inadequate lake frontage but permit
filling of 30,000 square foot area adjacent to entry road either
side is okayed to maximum 2 foot depth.
This application will be taken to the County Board for their
consideration at their May 20, 1975 meeting.

MINUTES OF PELICAN LAKE ASSOCIATION MEETING
May 1, 1975
A meeting o£ the Pelican Lake Association was held at the El Zagal
Shrine Club at 7:30 p.m, on May 1, 1975. President William Pratt
presided. The minutes of the meetings on August 11, October 23,
and November 8, in 1974, were read and approved. An attendance
list was circulated, and it is attached. The treasurer's report
was read. A motion for approval was made by Dr. Nagle, seconded
by Jake Jaeger. The treasurer's report was approved.
President Pratt told the membership that Dan Opperman was resigning
as secretary-treasurer of the association because of his health.
A motion was made by Charlie Miller and seconded by Stan Taylor
to draw a resolution of appreciation for Dan. A gift will also
be selected by the Board of Directors. Motion approved.
Mary Schultz, a swimming instructor applicant, was introduced by
President Pratt.
A report was given on the progress of the sewage district by Ken
Scuza and Dick Anderson of Ulteig Engineers. The necessary peti
tion has been established and circulated. Pelican Lake is on the
needs list in the state of Minnesota. Their last ranking was 175
out of 400 plus applicants. Minnesota has $62 million in funds
available each year. Impounded funds have now been released, making
a total of $172 million currently available for Minnesota. There
are 772 land owners on Pelican. 417 have signed the petition, which
is 541. The petitions have been filed with the county auditor. The
petitions represent 441 of the area, and 50% is needed. Even if
funding becomes available, nothing can be done until signatures
representing 50% of the area are obtained. Seven beaches were
named that had under 40% signatures. Some of these beaches do not
have many residents. The sewage district would be all of Pelican
Lake and the east side of Fish Lake. It is estimated the costs
would not be too much higher than quoted at the annual meeting.
Costs will probably be assessed on a front foot basis plus a hookup
charge. A question and answer session followed. It was felt that
if a sewer district was established, there would probably be an ex
tension of the deadline for compliance which is 1976. Jack Lindsey
outlined the advantages of a sewer district as compared to complying
on your own. A property owner would probably be assessed if the
main goes by his cottage and he does not hook up. However, it
would be up to the sewer district to determine this. The pipe
would probably follow the ditches in the road./
President Pratt read a special use request by Ells Resort. The new
owners are requesting ten additional campsites and ten additional

was made by Mr. Gollehon. President Pratt talked about overcrowding
on Pelican Lake. The standard is ten acres of lake per family, and
Pelican Lake presently is at six. It was also brought out that this
particular area ranks high in pollution. A motion was made by Harley
Geiger and seconded by Dr. Dodds to have the Pelican Lake Association
go on record opposed to the special use permit. It was also suggested
we hire an attorney, but this was not in the form of a motion. Mrs.
Hammond, the new owner of the resort, spoke for the permit. She said
they are improving the sewer system regardless of whether or not they
obtain the permit. It will be improved in the very near future. They
wanted the mobile home trailers to help finance the sewage improvement.
She said they will not fight the association and said we do not need
to hire an attorney. However, they would like to have ten mobile home
sites instead of the ten itinerant campsites. She sa.id they will also limit the number of docks. The motion was approved. f~~Pi^sident Pratt
asked the membership to consider a candidate for secretary-treasurer.
He also said they are looking for a recreation chairman, since the
current chairman, Mrs. Raymond Sumpter, is leaving the lake.
President Pratt reminded the membership of the operation identifica
tion program.
A road report was given by Doug Haugen. He said they have not been
able to accomplish anything with the Dunn Township Board to have the
road on the south and east side of the lake blacktopped. They have
had an attorney from Fergus Falls present at some joint meetings
and have discussed the possibility of a special assessment for cot
tage owners who need roads. Dr. Schulte talked about the possibility
of incorporating if the township board is not more cooperative. They
have also tried to get the county to take over the road, but the
county has enough roads to take care of. Don Trautman spoke on be
half of a better road on the south side of the lake. The road com
mittee will continue to work on this problem.
President Pratt reported on the height of the water in the lake. He
said there is a solid concrete dam and spillway at the outlet. The
lake level is now set, except as varied by the law of nature.
Mr. Gollehon asked for a motion from the association opposing the
60-day fishing law pending in the Minnesota legislature. A motion
was made by Jake Jaeger and seconded by Leonard Lee. The motion
was approved.
It was reported that some people at Cormorant Lake are still working
on lowering their lake level. This will be followed.

Bruce Ness of the lake patrol reported on results of the past year.
There were considerably less break-ins this year. Virtually all
break-ins were discovered within eight hours. The break-ins have
, , been very minor, and there has been no vandalism to date. He said
this will be his make or break year. He hopes to have enough cus
tomers to hire another person so he will not need to patrol day and
night next year.
Walter Anderson reported on the use of holding tanks to solve the
■ sewage problem. Installation is $1,000, and the contract for
pumping is l/2(t a gallon.
The meeting was adjourned.
