The condominivims have about 500 feet of frontage, and a wooden retaining wall and boardwalk, which were constructed prior to 1950, when cabins occupied this property, separates the lawn from the beach. See photo 1 attached showing the retaining wall, boardwalk and supporting posts along the north portion of the lakeshore and photo 2 attached showing these improvements along south portion of the lakeshore. The retaining wall and boardwalk have survived for more than 60 years with minimal damage from the elements and only a few minor repairs, such as replacing broken planks in the boardwalk, have been necessary. However, in the spring of 2009 the high water mark in Otter Tail Lake was unusually high and portions of the lawn adjacent to the retaining wall were eroded from wave action against the wall. See photo 3 attached. Water washed in between the beneath the retaining wall boards. The boardwalk was damaged in some locations. attached. See photo 4 Balmoral Estates Owners Association wishes to take the following action to restore the lawn, repair and rebuild the boardwalk, and protect the lawn and the boardwalk and the lakeshore: Remove the boardwalk from the top of the retaining wall. Excavate sand along the face of the retaining wall 48 inches wide and down to the existing low (fall) water level. Install fabric along the entire vertical face of the retaining wall and down to the water table. the fabric to the top of the wall and with vertical strips. 1. 2 . 3. Secure deceived SSP21 20091 WND & RESOURCE Install an additional layer of fabric, commencing 30 inches above the water level and extending down to the water level and then out toward the lake 48 inches. Install fieldstone on top of the fabric (water level) to a height of 30 inches against the retaining wall, and for a width of 48 inches toward the lake. Rebuild the boardwalk to a width of 48 inches and reinstall over the new 48-inch wide strip of field rock, thus maintaining the traditional lake access directly from the boardwalk. Extend the boardwalk to the property boundaries on the north and south to replace original sections that were removed a few years ago. Push the excavated sand up against the face of the field rock. Fill in the sunken areas of the lawn behind the retaining wall with sand/rock/and black dirt and seed with hydro mulch that would stay in place over the winter and germinate next spring. Balmoral dock will be removed from Thursday October 1 through Sunday October 4. Construction will begin Monday October 5 and be completed on or about Friday October 16.
