Recently it has come to my attention that Mr. Tom Gedde of your association may be mooring one or
more licensed watercraft along the waterfront of the planned unit development. You may recall that in
1981, the Department of Natural Resources authorized no more than 2 docks and 14 watercraft and
"...the shore is not used for storage or beaching of watercraft" in granting approval for this development.
Mr. Gedde and I have had two extensive conversations about this issue and I reminded him that the
Department of Natural Resources’ approval called for a maximum of 14 licensed watercraft at the site.
Although this is water over the dam, it is interesting to note that our approval of the Balmoral
Townhouse Development could have authorized only 8 units under a strict interpretation. Instead we
authorized 14 units. You can imagine that I feel we are now being taken advantage of relative to more
than 14 watercraft.
It is my opinion that additional watercraft on this frontage can only be authorized by a permit to work
in protected waters. If the association decides to apply for such a permit, 1 would like to discuss it with
you first.
In summary, this action by Mr. Gedde does not comply with conditions of either Department of Natural
Resources or Otter Tail County approval and .should be corrected to bring the association into
compliance with appropriate development rules.

Recently there has been a report of more than the authorized number of docking spaces at the
Balmoral Townhouse Development. Please find enclosed a copy of the letter required for this
project approval. As you can see, the approval letter authorized two docks for a total of 14
watercraft. Any number of watercraft beyond this approval makes the development out of
compliance with the necessary authorization.
