After consideration and discussion, Steve Schierer made a motion, second by Paul Larson and unanimously carried,
to approve the placement of a house and deck no closer to the ordinary high water level than 37.5’. The variance as
approved will keep the proposed development out of the shore impact zone, will provide Ms. Schommer with an ability
to make a reasonable use of the property and will be an improvement over the current structure. Hardship is a
substandard cluster lot.

Paul Baarson Et Al,. part of Government Lot 1, Section 26 of Rush Lake Township by Rush Lake,
requested a variance of 40’ from the required ordinary high water level setback of 75’ for the placement of
24’ by 24’ dwelling 35’ from the ordinary high water level and a variance of 46’ from the required ordinary
high water level setback of 75’ for the placement of a 6’ by 24’ deck 29’ from the ordinary high water level.
Mary Schommer appeared to represent the application as the dwelling affected by the application is the
structure in,this cluster development currently owned by Ms. Schommer. Randall Mann, Chair, polled the
audience with no one speaking for or against the variance as requested. After consideration and
discussion, Steve Schierer made a motion, second by Paul Larson and unanimously carried, to approve
the placement of a house and deck no closer to the ordinary high water level than 37.5’. The variance as
approved will keep the proposed development out of the shore impact zone, will provide Ms. Schommer
with an ability to make a reasonable use of the property and will be an improvement over the current

Gerald L and Carol J Sachs - Approved modified variances for the dwelling addition. Variances for
the 12’ by 12’ shed were denied. (7:52 p.m.)
Gerald L and Carol J Sachs, part of Government Lot 4, Section 9 of Lida Township by Lake Lida,
requested'the following; Option 1 - A variance of 34’ from the ordinary high water mark. Variance of 6.5’
from the road right-of-way. This is for the construction of a 650 square foot building that will connect the
two existing buildings. A variance of 5’from the ordinary high water mark, and a variance of 9’from the
road right-of-way for the placement of a 12’ by 12’ storage building. Option 2 - Same as Option 1 except
, excluding the placement of a 12’ by 12’ storage building. Randall Mann, Chair, polled the audience with no
one speaking for dr against the variance as requested. A letter from Robert and Elizabeth Swenson in
support of the variance as requested vyas read for the record. A letter from Charles H. Grotte, Assistant
County Engineer, providing additional information-and stating that the Highway Department would not
support a setback of less than 14.38’ from the road right-of-way line was read for the record. After
consideration and discussion, Steve Schierer made a motion, second by Paul Larson and unanimously
carried, to approve-the proposed addition being no closer to the road right-of-way than 14:38’ and being at
least 4T from the ordinary high water level and to deny the variances as requested for the 12’ by 12’
storage shed. The Board noted that there decision regarding this application is based on the letter
received from the Otter Tail County Highway Department dated July 14, 2005 and the Board also noted
that there is adequate area to locate the proposed storage shed in a location that meets the setback
requirements.
Brian Orman - Tabled^ (8:00 p.m.)
Brian Orman Et Al, Lot 5 and Southeasterly 50’ of Lot 6 Long View, Long Lake in Hobart Township,
requested a variance of 2’ 3" from the required 10’ setback for the location of an existing holding tank 7’ 7”
. from an existing dwelling. Randall Mann, Chair, polled the audience with no one speaking for or against
the , variance as requested. A letter from Tom and Toni Mackland in support of the variance as requested
was,noted for the record. After consideration and discussion, Steve Schierer made a motion, second by
-Michael Conlon and unanimously carried, to table this variance application until Thursday, August 4, 2005
by which-time the applicant will have had the existing tank pumped and will have had the existing tank
irispected by'a certified individual who will provide a report to the Board of Adjustment regarding .the
condition Of the existing tank.
Lawrence and Cynthia Rybak - Approved the variance as requested with a condition. (8:15 p.m.)
. Lawrence;and Cynthia Rybak, Lots 20, 21, 22 and 23 White Swan Beach, Swan Lake in Dane Prairie
Township, requested a variance\of 14’ from the required road right-of-way setback of 20’ and a variance of
65’from the required ordinary high water level setback of 100’ for a second level on existing dwelling
located 6’from the road right-of-way and 35’ from the ordinary high water level. Randall Mann, Chair,
polled the audience with no one speaking for or against the variance as requested.
