Dear Larry Froser:
Our Office is in receipt of your letter requesting information regarding adding screen
porches to Arbor Resort. I have included a copy of Otter Tail County’s Shoreland
Management Ordinance (Ordinance) for your reference.
The Ordinance requires that a Conditional Use Permit be filed and approved for any
changes in the number, type or size of dwelling units in a Cluster Development. Since you
are proposing additions to your cabins, a Conditional Use Permit would be required. (If the
Conditional Use Permit is approved, a Site Permit would also be required.) The Ordinance
also requires that you have a Pre-Application Meeting with the Administrator (Bill Kalar) of
our Office. At this meeting, Mr. Kalar will familiarize you with the details of the permitting
process. To schedule a meeting date, you will need to call and make the appointment with
Mr. Kalar.
Please be aware that one of the Presentation Requirements of the Ordinance is that a
surveyor’s drawing is provided when filing a Conditional Use Permit Application. You would
not need this drawing for your Pre-Application Meeting, however, you should have a scale
drawing of the parcel (including the existing & proposed structures and septic system) for
Mr. Kalar to review.
For your information, I have also included a Conditional Use Permit Application, Grid Sheet
Fee Schedule, Application Checklist and 2003 Planning Commission Schedule.
