The Applicant does not want to delay beyond the statutory time requirement. 2. Access is not provided to all properties affected by the plat. 3. The plan does not contribute to an attractive, stable and wholesome environment, adequate public services and an integrated safe road and right-of-way system. 4. The subdivision of this parcel, as proposed, is not consistent with past practice by not providing access to the point. 5. Bill Kalar presented photographs taken on January 10, 199 6 of a retaining wall that was approved by the Planning Commission for Ed Bazinet, Pelican Lake (56-786) last fall. Rules, Ch. 7080, "Individual Sewage Treatment System Standards." The examination of plans is based upon the supposition that the data on which the design is based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken by the project designer. Approval is contingent upon satisfactory disposition of any requirements included with this report. TYPE: - Sanitar}'. Design to collect and treat domestic sewage and basement drainage only. Storm water connections should be not made. Preliminary Treatment - One 1,500-gallon concrete septic tank. Final Treatment - 1,200 square feet of drainfield, bed construction (the rock bed is 20 feet wide by 60 feet long). OTHER INFORMATION: This system is sized for a maximum of nine independent campsites. Maximum Daily Flow Rate - 900 gallons per day.Average Daily Flow Rate - 900 g^ons per day. Soil Percolation Rate - 6.67 minutes per inch. . Depth to Restricting Layer - Over 6 feet REQUIREMENT(S): 1. Verify that the septic system is constructed in accordance with the Minnesota Individual Sewage Treatment System Standards, Minn. Rules, Ch. 7080. 2. Verify that a water meter is provided on the water service line to the building to monitor water use (see Minn. Rules, p. 7080.0120, subp. 2). The water use should be monitored, and if the use exceeds 900 gallons per day, then additional septic tank capacity and/or drainfield area must be provided. 3. Verify that the construction and installation of the septic tank conforms to the requirements of the Minnesota Individual Sewage Treatment System Standards, Minn. Rules, p. 7080.0130. The tank construction shall include: Plans and specifications on sewage treatment: Rose Ridge Resort, Route 3, Box 515, Frazee, Becker County, Minnesota, Plan No. 930554 Date Examined: October 1, 1992 a. Inlet and outlet baffles. b. ■ Inspection pipes over the inlet and outlet baffles. c. An inspection pipe located between the inlet and outlet baffles. d. An access manhole of at least 20 inches in dimension. 4. Verify that the bottoms of the bed are at least 3 feet above the water table, mottled soil or bedrock. 5. Either a permeable synthetic fabric or a 4-mch compacted layer of straw or hay covered with untreated building paper must be used to cover the rock layer. If drop box distribution is used to fill a trench to within 2 inches of the top of the drainfield rock, then a permeable synthetic fabric must be used. The straw cannot be used by itself. 6. Verify that a vertical inspection pipe is provided into the rock layer of the bed. 7. Verify that cast-iron pipe is not used for the outlet from a septic tank. 8. Verify that a grass cover is established over the entire drainfield area. Rose Ridge Resort Sewage Treatment Plan No. 930554 -2-October 1, 1992 9. The owner of any septic tank or owner’s agent shall regularly, but in no case less frequently than every three years, inspect and measure the accumulations of sludge and scum in the tank. The owner of the tank must arrange for the removal and sanitary disposal of the contents whenever the top of the sludge layer is less than 12 inches below the bottom of the outlet baffle or whenever the bottom of the scum layer is less than 3 inches above the bottom of the outlet baffle. NOTES; 1. The shower house is not being constructed at this time. Before the shower house is constructed, a complete set of plans and specifications must be submitted for review. A properly designed and maintained sohd treatment system can provide reliable and efficient wastewater treatment. If the system fails, the plumbing fixtures should not be used until adequate soil adsorption capacity can be provided or other corrective action taken. Consideration should be given to connecting to the municipal sewerage system when it becomes available. Authorization for construction in accordance with the approved plans may be withdrawn if construction is not undertaken within a period of two years. The fact that the plans have been approved dpes not necessarily mean that recommendations or requirements for change will not be made at some later time when changed conditions, additional information, or advanced knowledge make improvements necessary. Water supply plans are examined with regard to the location, construction and operational features of the design and maintenance of all parts of the system which may affect the safety and sanitary quahty of the water. Examination is based on the standards of this Department. Source of Supply - A 4-inch plcistic-cased well approximately 55 feet deep finished in drift material. Location - Approximately 55 feet north of Campsite HI. Pumping Apparatus - A 3/4-horsepower pump with a capacity of 10 gallons per minute. Storage - An Extrol No. 250 pressure tank located in the shower building. REQUIREMENT(S): 1.. The well shall be located and constructed in accordance with the Minnesota Water Well Construction Code, Minn. Rules, Ch. 4725. 2. Verify that the well has at least 50 feet of casing. If the well is constructed with less than 50 feet of casing, then the distance between the well and tmy soil treatment system or similcu~ source of contamination shall be 100 feet. 3. Verify that the plastic casing conforms to the requirements of the Minnesota Water Well Construction Code, Miim. Rules, p. 4725.6900. 4. The wellhead for aU plastic-cased wells shall be protected by one of the following methods: a. The installer may equip a plastic-cased well with a steel casing or steel pitless unit which is satisfacto^ for use in plastic-cased weus to a depth equad to or greater than the frost line. The plastic casing must be cut square at the transition from plastic to steel. b. .4.n oversized steel casing which extends from the top of the plastic casing down to a depth below the frost line. c. At least three steel posts (Schedule 40 steel pipe) of at least 4 inches in diameter at equal distances from each other and which are placed 2 feet from the center of the plastic casing. Such posts shall be installed to a depth of 4 feet into solid ground, or to a depth of 2 feet if each post is surrounded with 1 foot of concrete to a depth of 2 feet. d. A wellhouse constructed so as to provide a degree of protection which is equivalent to that provided in the above provisions. 5. Verify that the well is grouted in accordance with the Miimesota Water Well Construction Code, Minn. Rules, p. 4725.3800. 6. Verify that the well casing extends at least 12 inches above the ground. 7. Verify that the well casing is capped and vented. 8. Verify that the well is disinfected in accordance with the Minnesota Water Well Construction Code (see Minn. Rules, p. 4725.6500). i 'i Rose Ridge Resort Nomnunicipal Well Plan No. 930554 October 1, 1992-2- If the well is gravel packed, then the gravel pack shall not extend more than 10 feet above the screen. Verify that the water service piping material conforms to the requirements of the Minnesota Plumbing Code, Minn. Rules, Ch. 4715. The water service line shall be . located at least 10 feet from any buried sewer line, cmd at least 18 inches above any sewer line that it may cross. Verify that the pump meets the standards of the Minnesota Water Well Construction Code, Minn. Rules, p. 4725.5900. REMARKS: The materials as specified are accepted with the understanding that they conform to the standards of this Department. REQUIREMENT(S): A statement that the pliunbing system shall comply with the Minnesota Plmnbing Code should be included in the specifications (see Minn. Rules, p. 4715.0320 and p. 4715.0330). Materials used for the plumbing system shall comply with the standards set in the Mixmesota Plumbing Code. If plastic pipe is used for the sewer service lines, then it shall be installed in accordance with Minn. Rules, p. 4715.0580(f) and p. 4715,0600. Horizontal runs of plastic waste and vent pipe above grade cannot exceed 35 feet in total length. Vertical runs of plastic waste and vent pipe above grade may only exceed 35 feet in total height with an approved expansion joint. Solvent weld joints in PVC and CPVC pipe must include use of a primer whicn is of contrasting color to the pipe and cement (see Minn. Rules, p. 4715.0810, subp. 2). All underground sections of sewer pipe located within 10 feet of water supply pipe shall be constructed in accordance with Miim. Rules, p. 4715.1710, subp. 2. Verify that the water service line to each site is at least 3/4 inch in size. The water service coimection shall be equipped with an approved backflow preventer. Verify that the water and sewer service to each site are located at least 3 feet apart from each other. The services shall extend at least 4 inches above grade. It is recommended that the water service line that extends above grade is properly supported. The water piping system shall be cfisinfected in accordance with Minn. Rules, p. 4715.2250. Before the shower house is constructed, a complete set of plans and specifications must be submitted for review. 4f''l Authorization for construction in accordance with the approved plans may be withdrawn if construction is not undertaken within a period of two years.
