Dear Mr. & Mrs. Lund
This letter is a follow up for the denied variance application you had for the July 2016 Board of Adjustments Meeting.
Since the board did not approve your request to keep your RCU (Camper) in its present location it must be moved off
the property. The deadline to remove the RCU is September 1, 2016.1 will then come verify its removal and this issue
can be put to rest.

Dear H Roald & Janet Lund,
This is letter is a follow up of the complaint we talked about at your property on 6/8/2016. As we discussed I have
enclosed the paperwork for the variance application for your lot at 23299 Pelican Bass LN. The next meeting you can get
into for the Board of Adjustments is July, 14, 2016. In order to get into that meeting you will need to file you application
with our office by noon on June 23, 2016.
Regarding the property(parcel # 17000991617000) a site permit needs to be pulled in order to keep the camper located
on site. I have enclosed the application for a site permit and that will need to be filled out and returned in order for the
camper to be there legally.
Please fill out and return both of these applications to our office by 12:00 P.M. on June 23, 2016. If that date cannot be
met contact me and we will discuss further action.

proposal requires multiple variances, the proposal is not in line with the characteristics of the immediate neighborhood, the

Cranston, Carolyn Sandvig and Prisicilla Foline in support of the variance as requested is available in the file for
public inspection. Prior to the public hearing, the secretary received a letter stating that the applicant had decided to
withdraw their variance application. Based upon this letter no action was taken by the Board of Adjustment.
The DeRcmer Living Trust - Variance application approved as requested. (6:47 p.ni.)
The DeRemer Living Trust, part of Govenunent Lot 5, Section 9 of Dora Township by East Spirit Lake, requested the
following: We want to attach a usable sized garage, to replace the very small existing garage that is too close to the
lake for current regulations. Request a 50' variance from ordinary high water level. David DeRemer represented the
applicant at the public hearing. The audience was polled with no one speaking for or against the variance as
requested. After consideration and discussion. Ward Uggerud made a motion, seconded by Rick Wilson and
unanimously earned, to approve a variance of 50’ from the required ordinary high water level setback of 50’ for the
placement of a 26’ by 18’ garage as depicted on the drawing submitted with the variance application. It was noted
that the proposed garage size is reasonable. It was recommended that the applicant have the Land and Resource
Department verify that the proposed constmetion area is not within the bluff impact zone as this approval does not
grant any variance from the required bluff setback. The variance as approved does not directly or indirectly grant any
other variances for the proposed development.

H. Roald and Janet O. Lund, Lot 2G Block 1 and part of Lot 33 Haugen’s Point, Pelican Lake and Bass Lake in Dunn
Township, requested the following: Request that a camper be allowed to be sited closer to,the shoreline due to the
narrow configuration of the lake lot and the constraints of the road right-of-way. Requesting a variance of 41 ’ from
ordinary high water level to leave RCU at 34’. The audience was polled with Tom Shennan and Susan Black
speaking against the variance as requested. An email from Kristi R. Skiamstad in support of the variance as requested
was read for the record. A letter signed by numerous individuals in opposition to the variance as requested was read
for the record. A letter from Bmce Tillisch in opposition to the variance as requested was read for the record. A letter
from Paulette and Paul Evenson in support of the variance as requested was read for the record. After consideration
and discussion, Thomas Lee made a motion, seconded by Ward Uggerud and unanimously carried, to deny the
variance as requested as no adequate hardship/practical difficulty unique to the property had been shown that would
allow for the granting of the variance as requested, the proposal adds additional impervious surfaces in the shore

Brian R. and Jody L. Martinson - Variance application approved as requested. (7:23 p.m.)
Brian R. & Jody L. Martinson, Lot 3 and part of Lot 4, Pine Beach Sub Lot C and part of Government Lot 1 and
Government Lot 2, Section 9 of Pine Lake Township by Big Pine Lake, requested the following: We request a
variance on impervious surface of 3.5%. Proposal is to maintain and raise a portion of our existing roof line 4.5’ to a
total height of 28’. This will maximize living space for our daughter’s bedrooms to a standard 8’ height. The current
outside wall is 3.5’. This additional height will not affect sight of our neighbors as we are setback equal to or farther
back from them. The cuiTent impervious surface is 29.2%, buildings account for 13.49%. We propose to improve our
situation by reducing the impervious by 0.71% by removing a shed that is also within one foot of the property, line.
After betterment, the proposed impervious will be 28.5% (buildings 12.78%). No earthwork vyill be required as all
maintenance will remain within the cuirent footprint. All impervious was in place when we purchased the property
over 13 years ago.

Mr Stein:
We the property owners of the Haugen’s Point development have reviewed the application for a
set back variance submitted by H. Roald and Janet O. Lund for their lots 20 and a portion of lot
33, 23299 Pelican Bass Lane, requesting that they be allowed to keep their trailer at 34 feet
from the ordinary high water level due to the size constraints of the lot. We do not support this
request and would ask that it be denied. This is based on the alley right of way concerns as
well as the restrictive covenants for the Haugen’s point development that were adopted July
25th, 1980. They were for the protection of the investment made by people purchasing property
on the point and have broad support by the land owners of record. We again ask this request
be denied.

Dear Mr. Stein:
My wife and I received the notification of hearing seeking a variance for stet back for a camper
trailer to 41 feet from the high water line for lot 20 and a portion of lot 33 on Haugen’s point
owned by H.R. and Janet Lund.
I am not in favor and would like to highlight my request made in 1981, (copy enclosed), for a
similar 50 foot set back variance for the same type of structure as Lot 20 which then had a
seasonal cabin at 50 feet. I was denied and placed my trailer at 75 feet until building at 75 feet
several years later. All structures built on the Haugen’s point development with the exception
of boat houses have been held to the 75 foot rule and when the Lunds purchased lot 20 and
removed the small cabin to build, they too met the 75 foot rule with their construction.

a ground floor square foot area of less than 90O square
feet. All construction, shall be of new material with
the exception of stones or used bricks. Modular homes
with a minimum width of 24 feet may be constructed in
another location and moved to any lot within this
addition so long as it complies with these Covenants.
No old buildings, regardless of purpose, shall be moved
onto said premises. Once started, all construction,
including landscaping, on any building in this subdivision
shall be completed within eighteen (18) months of the

Dear Wayne Stein and Otter Tail County Board Members,
We are unable to attend tonight's hearing for Roald and Janet Lund.
We are Roald and Janet's next door neighbors. We have owned and enjoyed our lake property for over
30 years.
During our early years of lake life, we as well as many of our neighbors lived weekends in campers that
were located on our lots. Back then, our next door neighbor had an older cabin with a small outhouse
that he used for storage. As you can imagine there was still plenty of older lake things lying around the
yard. There was a burn pit over there too where all the neighbors would bring their dead trees and
leaves. Even through sometimes unsightly, the beach neighborhood seemed acceptable to all and
everyone pitched in to make it a better place to live.
Over the years we have seen a tremendous change on the beach. The campers we once lived in are now
replaced with million dollar lake estates. Large garages and storage buildings to hide all the lake toys.The
properties are groomed to perfection. And now many of the neighbors are concerned with what's
happening around them, issues about property values and protective covenants. We understand all
this.
The Lund's now live next door to us. The small cabin is gone and replaced with a beautiful home,
gorgeous yard and flower beds.
As we understand, the Lund's are requesting a variance to place a camper about 41 feet from Pelican
Lake. It is our opinion that camper in its current location is hardly noticeable. We have also talked to the
Lund's and understand that the camper is "temporary" and will be used very little as overflow during the
summer months. In conclusion, we feel that there are much more important issues at stake for our
beach. We also know the Lund's to be good neighbors. Please know that we have no reservations with
the camper or its use where it is.
