2004) to allow the following; 1. Construction of a driveway with ditches taping toward
the road. 2. The road surface not to exceed 18’. 3. The driveway, at the edge of the

Conditional Use Permit - Ratz Lakeview Division/Ratz Farms:
Motion by Nelson, second by Lee, and unanimously carried to approve the Preliminary Plat
known as “Ratz Lakeview Division” as presented in the revised plan, and to approve the
Conditional Use Permit to construct a road to service the plat. The property is described as
Pt GL 2, 3 & 4, Section 19 of Hobart Township: Long Lake (56-388).
Conditional Use Permit - Joshua Brekke:
Motion by Lee, second by Mosher, and unanimously carried to approve a Conditional Use
Permit to construct a driveway with conditions as recommended by the Planning
Commission. The property is described as Lot 9 Block 1, Jacobson’s Pelican View Subd.,
Section 9 of Dunn Township: Pelican Lake (56-786).
Adjournment
At 11:38 a.m., Chairman Nelson adjourned the meeting of the Otter Tail County Board of

Motion: A motion by Trites, second by Wilson to deny for the following reasons: 1. The
proposed septic systems are too close to wetlands. 2. The buildable area on Lot 2 Block 2 is
marginal for the type of construction we currently see. 3. The cul-de-sac is substandard, 120'
radius is required. 4. Lot 1 Block 2 is unattached and does not meet the minimum lot size
requirement. 5. The requested fill in the area of the Mclain property may adversely affect the
Mclain property. 6. The required 50’ right-of-way for CSAH #31 is not met. 7. There are sight
distance issues that need to be addressed at the point where the proposed road intersects with
CSAH #31. Voting: All Members in favor.
Break: At 8:25 P.M., the Commission took a 12 minute break.
North Shore Addition/Terrv & Mary Karkala/KW Properties - Tabled to December. 2004:
A Preliminary Plat of "North Shore Addition" consisting of 3 single family residential lots, 1 block.
The property is described as GL 1 ELY of Hwy #51 ex platted ex trs ex road (16.39 AC), Section
35 of Gorman Township; Little Pine Lake (56-142), GD.
Terry & Mary Karkala and Chris Heyer (Meadowland Surveying) represented the Application.
Motion: A motion by Trites, second by Lachowitzer to table, at the Applicant’s request, to
December, 2004 to allow the Applicant time to provide information regarding the vertical
separation on proposed Lot 3. Voting: All Members in favor. (At the end of the Meeting, a
motion was passed to hold the December meeting on December lb*, not December 8"')
Rate Lakeview Division / Ratz Farms - Approved As Presented:
A Conditional Use Permit Application (as staled by the Applicant): To construct a road as per
preliminary plat approximately 2500’ in length. Constructed to County specifications, to service
“Ratz Lakeview Division”. A Preliminary Plat titled "Rate Lakeview Division” consisting of 15
single family residential lots, 2 blocks. The property is described as Pt GL 2, 3 & 4, Section 19 of
Hobart Township; Long Lake (56-388), RD.
October 13, 2004 - Motion: A motion by Maske, second by Boyer to table, at the Applicant’s
request, to November 10, 2004 to allow Applicant to: 1) Revise the Plat with conforming lot
sizes. 2) Pursue with MN DOT the possibility of a loop to eliminate the cul-de-sac. All required
material must be received by the Land and Resource Management Office no later than October
22, 2004,
Leo Ratz & Sharon Ratz and Scott Walz (Meadowland Surveying) represented the Application.
Motion: A motion by Boyer, second by Maske to approve as presented as the proposal meets
the minimum requirements. Voting: All Members in favor.
Joshua Brekke - Approved With Conditions:
A Conditional Use Permit Application (as stated by the Applicant): Construct driveway with ditches
tapering to the road to shed water away from lake. From edge of tar road to building site.
Approx. 200’ in length average 30’ wide. Total earth moving approximately 500 yards. Work to
be done this fall. The property is described as Lot 9 Block 1, Jacobson’s Pelican View Subd.,
Section 9 of Dunn Township; Pelican Lake (56-786), GD,
James Brekke represented the Application.

Additional Action:
Loren & Anna Remmick, Pickeral Lake (56-475); Bill Kalar discussed with the Commission a
letter (dated November 3, 2004) and two drawings (Exhibit #1 & Exhibit #2) from the Remmick’s
requesting clarification on their approval. After some discussion, the direction of the Planning
Commission was that the motion matches Exhibit #1 (see file).
Herb’s Ridge / Herbert & Arlene Wilschewski, Long Lake (56-388): Bill Kalar discussed with
the Commission the motion for the dedicated road requiring the right-of-way extend to the
property line. He indicated that the surveyors have requested that the road not be dedicated to
the lotline. After some discussion, the consensus of the Commission was to follow the original
motion.
December Meeting - Changed to December 15, 2004: David Trites requested the December
Meeting be held December 15, 2004, as he is unavailable on December 8, 2004. The
Commission agreed to this request, therefore there will not be a meeting on December O'”.
Adjourn: At 9:35 P.M., Chairman Olson set the Meeting, the next meeting is scheduled for 6:30
P.M. on December 15, 2004.
