The Board of Commissiolers’ meeting was reconvened at 1:06 p.m. Market Value/Mass ApprasisalsSvstem Discussion Assessor, Bob Moe, and Local Realtor, Ton^Vefhelst, discussed the local appeal process and the Board of Equalization process. Mr. Verhelst^^di^tioned the reasons for disqualified.sales and provided examples. He requested more'.consistency in this area based on the circumstarices of the sale rather than the sale price as co.i;inpared-to the assessed value. Mr.; Verheist explained that unqualified sales are not used in the appeals process and are. not included in the ratios. He stated that if too many .sales are thrown. #utl^eh'the sale price is below the .-assessed price, you will hot get ■ real numbers for property valuel%Mr. Verheist also stated that the public has a perception that there is no use in making an appeaL"%lf. Moe stated that every disqualified sale is reviewed by the Department of Revenue.
