After discussion and consideration, Thomas Lee made a motion, second by Michael Harris and unanimously carried, to approve
the variance as requested in the application dated November 16, 2013 with a voluntary offer from the property owners to remove
an existing 18’ by 2T 6” area of impervious surface before receiving a site permit for the proposed improvement. The variance as
approved will allow the applicants to enjoy the same rights and privileges as others in this immediate area by allowing the
applicants more than a single story dwelling. The proposed development is similar to other development within the immediate
area.

Thursday, December 12, 2013
The Otter Tail County Board of Adjustment met Thursday, December 12, 2013, with the following persons in
attendance:

Called to Order - Steve Schierer, Chair called the meeting of the Board of Adjustment to order at 6:30 p.m.
Minutes Approved - The Board of Adjustment approved the minutes of the November 14, 2013 meeting as mailed.
The Board of Adjustment considered the following applications for variance:: r. • ip t
Matthew and Brenda Callstrom - Approved the application as requested with a condition. (6:32 p.m.)
Matthew and Brenda Callstrom, Lots 20 and 21 Madison Beach, Clitherall Lake in Clitherall Township, requested the
following; Request variance for septic system drain field to the lot line and into the road right-of-way to allow a drain
field size sufficient to accommodate a four bedroom home. Future plans involve renovation/expansion of current
residence. Proposed setback will be one foot from lot line and five feet into road right-of-way. The audience was
■ polled with no one speaking for or against the variance as requested. After discussion and consideration, Paul Larson
made a motion, second by Thomas Lee and unanimously carried, to approve the placement of the proposed septic
system drain field one foot from the lot line and five feet into the road right-of-way as depicted on the drawing
prepared by Bill Schueller and dated as of November 15, 2013 with the condition that the applicants can provide the
• Land and Resource Department with adequate proof of the lot line location, which might require a registered survey. ■
The variance as approved is consistent with past actions of the board. It was also noted that this location was
selected by a licensed system designer and is perhaps the only location available. The applicant (Matthew) did
acknowledge approval from the township to allow placement of the drain field into the road right-of-way.

Steven & Georgia Olson, Lot 2 Block 2 Sunset Beach Addition and Lot 8 Block 1 Sunset Beach Third Addition, Lake
Lizzie in Dunn Township, requested the following: Requesting variance of 1% for building impervious over on
imperious surface by 1 % (per new ordinance) for building. We are not changing footprint of original house, just
looking to add addition above the original house. Current impervious coverage is at 37%. No change/increase. The
audience was polled with no one speaking for or against the variance as requested. After discussion and
consideration, Thomas Lee made a motion, second by Michael Harris and unanimously carried, to approve the
variance as requested in the application dated November 16, 2013 with a voluntary offer from the property owners to
remove an existing 18’ by 2T 6” area of impervious surface before receiving a site permit for the proposed
improvement. The variance as approved will allow the applicants to enjoy the same rights and privileges as others in
this immediate area by allowing the applicants more than a single story dwelling. The proposed development is
similar to other development within the immediate area.
David S. and Mary M. Johnson - Approved the application as requested with a condition. (6:43 p.m.)
David S. and Mary M. Johnson, part of Government Lot 4, Section 4 of Lida Township by Rush/Lizzie Lake, requested
the following: The application of the 200 foot building setback requirement from the shore of Rush/Lizzie Lake across
Tract 2 creates a 1,661 square foot buildable strip only 6 to 16 feet wide. This results in a practical difficulty to build
within these setbacks. Because of this practical difficulty we are requesting a variance as stated below. 1. At its
nearest point, the existing 24 by 40 foot cabin is 128’ from the ordinary high water line. We are requesting to remove
this existing cabin and to build a 34 by 79 foot home with a 26 by 38 foot attached garage that will be 128 feet from
the ordinary high water line at its nearest point, a variance of 72 feet from the setback requirement of 200 feet, 2.
The existing septic tank will be removed or filled in and a portion of the driveway to the existing cabin will be
redirected to enter the proposed garage. 3. The proposed Primary Septic Location may be 100 f^from the ordinary
high water line at its nearest point. We are requesting a variance of 50 feet from the required
