Dear Mr. Lee,
last week I came to your office to have my building permit
renewed for my boathouse. This permit issued on July 30, 1976 was
numbered 3071 and included a boat house to measure 10' X 26' and a
bathroom to be 7' X 14'.
The permit was taken out before
the bathroom. ¥e had no indoor plumbing at that time. As the project
progressed, I soon found that the costs that I had estimated myself
were only about one-third of the actual construction costs. This meant
that the boathouse project had . to wait. I just this Spring completed
the bathroom. The cost overruns had mainly to do with the need for a
special septic- drain field installation and lift station. It required
two years to absorb the cost of this project. Every effort was made on
my part not to scimp but to build this system axactly to standards set up
by your department.

Last season I began the boat house in that I had purchased a very
viable inboard speed boat which is constructed of solid mahogany and
is now considered an antique classic. This type of boat construction
requires that it be kept indoors at all times when not in use. The sun,
rain, and other elements do serious harm to this masterpiece if left out
even for a short time. At present I keep it carefully wrapped in canvas
to protect the finish. Next year I hope to enter it in the Antique boat
show on Minnetonka. After spending a half a year restoring it in my shop
in Fargo, it is considered a priceless antique.
The boathouse project has beqn started with phase one which is a
railroad track system with dolly and hoist. It costed me almost one
thousand dollars as it had to be designed for a very heavy boat. Since it is made of wood, the design was even more intricate.
Having now been able to pay off my debt on the bathroon, I am ready
to proceed with the super structure of the boat house. It was to be used
for boat storage only . It will be about one-third below grade so as not
to impair our view or our neighbor's view of the lake. Currently, my neigh
bor to the East has a tall fence which will actually be taller than, my
boathouse. Every consideration is being made so as not to deface the
property or to impede sight lines to the lake.

I find that now I cannot have my permit renewed for this boat house.
It was renewed once before which covered a period of six months:, that is 4/I8/77 to 10/18/77. As I said before, there was no way I could build the
boat house financially until costs were absorbed on the bathroom.
If I am not allowed to build the boat house, I will have built the
track syste.m for nothing. The loss will be great having not been able
to recover the costs of having the track built by the Fargo Poundary.
Furthermore, I will be forced to sell the boat. I will suffer further
losses if I must sell. The previous owner had an el aborate boat lift with
large canopy for this boat and the hull was nearly ruined because it was
exposed to weather. Wrapping it in canvas is a stop-gap measure at best
because it scratchesthe finish which is like a peice of hand-rubbed
furniture.
I have a keen appreciation for finely crafted wood boats. I would
have no pleasure in owning a fiberglass or metal boat. This project has been
one of the most ;p.easureful of my life. It has been a life-long dream to
own a genuine mahogany inboard.
I would respectfully request that the Shoreline Management Board
renew my permit for the boat house. My present boat house is much too
small and is falling apart.
