Richard and Susan Neameyer, Lots 19 and 20 Bowery Beach First Addition, Pelican Lake in Dunn
Township, requested the following: Setback from road right-of-way is 20’. We will be 8’ on one corner and
13' on other corner. 58' from center of road and 63’ on other corner. Variance requested is 12’ at closet
point for the construction of a 22’ by 22’ garage. July 5, 2007 Meeting - The audience was polled with no
one speaking for or against the variance as requested. After discussion and consideration, Steve Schierer
made a motion, second by Paul Larson and unanimously carried, to table, with the verbal permission of the
applicants, this public hearing until the August 2, 2007 Board of Adjustment meeting to allow the applicants
an opportunity to consider other possible alternatives and to seek additional assistance with their plan from
the Land and Resource Management Department. August 2, 2007 Meeting — The Board acknowledged
receipt of a letter from Sue Neameyer indicating their desire to withdraw there variance application.
With no further business, Randall Mann, Chairman declared the meeting adjourned at 8:50 p.m.

The Otter Tail County Board of Adjustment met Thursday, July 5, 2007, with the following persons in
attendance:

Called to Order - Randall Mann, Chair called the meeting of the Board of Adjustment to order at
6:30 p.m.
Minutes Approved -
The Board of Adjustment approved the minutes of the June 14, 2007 meeting as mailed.
The Board of Adjustment considered the following appiications for variance:

Charles and Cynthia Koenig - Approved the request as modified with a condition. (6:50 p.m.)
Charles and Cynthia Koenig, Lot 2 Block 1 Oak Haven Beach Second Addition, Tamarac Lake in Scambler
Township, requested the following: Replace existing structure with permanent structure at 54’ setback
from ordinary high water level, matching existing site line of all structures east of property. At the 100’
setback requirement, the site line of the new structure would be obstructed to the lake in both directions by
existing structures, and would require the removal and replacement of the existing septic system. Asking
for 46’ variance from the required ordinary high water level setback of 100’ and a variance to cover
25.276% of the total lot area with impervious surfaces. Option 1: Reduce coverage to achieve 25% site
used. The audience was polled with no one speaking for or against the variance as requested. After
discussion and consideration, Paul Larson made a motion, second by Steve Schierer and carried with
Michael Harris voting no, to allow placement of a new dwelling no closer to the ordinary high water level
than the established building line to the east (to the left as you are facing the lake) with the condition that
no more than 25% of the total lot area can be covered with impervious surfaces and noting that during the
discussion the applicants voluntarily offered to remove an existing 8’ by 8’ shed which is currently located
7’ from the lot line. It was noted that the applicants have adequate room to place the proposed
development in line with the established building line to the east. The variance as approved does not
directly or indirectly grant any other variances.
