September 6, 2001 Page 3 Marty and Nancy Hanson - Tabled Marty and Nancy Hanson, Pelican Rapids, MN, requested variances of 43’ and 18’ from the required ordinary high water level setback of 75’ for the placement of a structure 32’ from the ordinary high water level on the south side and 57’ from the ordinary high water level on the east side. The property is described as part of Government Lot 4, Section 27 of Lida Township by Lake Lida. The audience was polled with no one speaking for or against the request. After discussion and consideration, motion was made by Steve Schierer, second by Mark Steuart and unanimously carried, to table the applicants’ request until the September 13, 2001 meeting to allow an opportunity for the applicants to consider a plan that would keep the proposed structure out of the shore impact zone. Robert and Margaret Williams - Approved with conditions. Robert and Margaret Williams, Schaumburg, IL, requested a variance of 40’ from the required ordinary high water level setback of 75’ for the replacement of a 24’ by 27’ cabin with a 30’ by 30’ dwelling 35’ from the ordinary high water level. The applicants will be removing the boathouse, the shed and the bunkhouse. The applicants also proposed the construction of a 12’ by 20’ garage, which will meet all of the required setbacks. The property is described as Lot 13, Viken Bay Beach, Pelican Lake in Dunn Township. A letter from Delbert Tysdal opposing the variance as requested was read for the record. The audience was polled with no one speaking for or against the request. Wesley Tweeten represented the applicants at the public hearing. After discussion and consideration, motion was made by David Holmgren, second by Steve Schierer and unanimously carried, to approve the replacement of a 24’ by 27’ cabin with a 30’ by 30’ dwelling with the following conditions: 1.) no portion of the new structure will be located within the shore impact zone, 2.) before a site permit can be issued the existing boathouse, shed and bunkhouse must be removed and 3.) no more than 25% of the total lot area can be covered with impervious surfaces. It was noted that the deck depicted on the applicants’ drawing is under 36” and the variance as approved will provide the applicants with a reasonable use of their property. Hardship is a substandard lot of record. Marian Wall Trust - Approved as requested. Marian Wall Trust, Ottertail, MN, requested a variance of 6’ from the required road right-of-way setback of 20’ for the location of an 8’ by 12’ tool shed 14’ from the road right-of-way. The property is described as Lot 7, Block 1, Ottertail Lakeview Heights, Otter Tail Lake in Otter Tail Township. A letter from the Otter Tail Township Board of Supervisors supporting the applicant’s request was read for the record. The audience was polled with no one speaking for or against the request. After discussion and consideration, motion was made by Steve Schierer, second by David Holmgren and unanimously carried, to approve a variance of 6’ from the required road right-of-way setback of 20’ for the location of an 8’ by 12’ tool shed 14’ from the road right-of- way. It was noted that the township has approved the location and that if the shed was placed 20’ from the road right-of-way it would impact the view from the adjoining property. Doyle and Henrietta Kargel - Approved with condition. Doyle and Henrietta Kargel, Pelican Rapids, MN, requested a variance to ‘‘move the west boundary line of parcel #17000170232000, east approximately 46 feet, which would subtract 0.13 acres from the existing o.64 acres to equal 0.51 acres remaining. The 0.13 acres would be added to parcel #17000170232006 to equal 1.06 acres more or less. The reason for requesting a variance to move the boundary is to include an existing water well which was intended to be on parcel #17000170232006 to furnish water to that cabin site.” The property is described as part of Government Lot 7, Section 17 of Dunn Township by Fish Lake. The audience was polled with no one speaking for or against the request. After discussion and consideration, motion was made by Mark Steuart, second by David Holmgren and unanimously carried, to approve the variance as requested with the condition that a registered surveyor’s drawing must be provided at the time of conveyance.
