Minnesota -A Clean-up Day that had been discussed at their Lake Lizzie Association meeting. They thought that maybe the Township would help out in setting up such a day and possibly help in the funding of such a project. Merle had talked to different people about this and found that there were several different ways it had been handled. Some Lakes collect dues that covers all or part of the cost of such a clean-up day. Steve mentioned that some Townships have an Amnesty Day where the Township residents can haul their items to the land fills at no charge to them on this certain day. Several other ways of funding and setting up such a day were mentioned but was decided not to make a decision at this time so that it could be looked into further on how it could be done and possibly eve getting assistance from Otter Tail County. Freemont and Pauline Frazee, vrtio own Lot 23 on Provan Beach, were at the meeting to discuss the road changes to Township Road T609 that Mr. Barry plans on making. Mr. Frazee felt that they were the only ones that owned property where the new road will run that, no-one was worried about. The Frazees wanted assurance that the Township would maintain the road up to the East Street Access. After a lengthy discussion. Merle made a motion that the Township would maintain the road up to the East Street Access, East Street Access being the responsiblity of the owner, and that Mr. Baxry would have t6 burld a turn-around for the Township road maintenance equipment to turn around at the East Street ’ Access. Also that tne Townsmp would keep tne road up to Standards, mow the ditches etc. The Township will not keep the road open in the winter, unless Lhe piupeiLy—is built on and used in tne winter. Cecil Sfeconfled The motion, mutluu~ carried. Cecil stated that the Poss Beach road had been repaired. The next meeting will be held on October 12, 1998 at the Cornfield Cafe at 8 A.M. All board members were present except Carla. Also present were Steve Ehnert, Curt Hildahl and Freemont and Pauline Frazee. MinutesThe minutes of the last meeting were read, motion to accept the minutes as read, Wayne seconded the motion, motion carried. Cecil made a Treasurers ReportThere was no treasurers report due to the treasurers absence.due for 6 months, wherever rates were highest.The treasurer was to renew a CD that was coming Bills Bills were reviewed.A bill was received from Jim's Repair for pump rental of $100, $30 was already paid last month.pay rest of bills as received, Cecil seconded the motion, motion carried. Merle made a motion to pay $70 to Jims repair and to Old Business Merle had been in contact with Attorney General Dooley concerning where Commercial signs can be placed, and was told that the signs cannot be placed in the right-of-way of a township road. No further action will be taken on this matter unless more inquiries or complaints are received. New Business An estimate of $9650.00 was gotten from Sherbrookes on filling 3 large holes over by Kvare's. There is about 1066 feet to be filled at $30 a ton. Wayne made a motion for Merle to negotiate with Sherbrooke's to go with $30 a ton rather than the estimate hoping that this way it would cost less. Merle seconded the motion, motion carried. It was also brought up that when Sherbrooke's had done the Birch Grove Road that they had not blended into the driveways and that some had big drop-offs. The Supervisors felt that Sherbrooke's should fix the driveway approaches at their cost, seeing that it was not done properly in the first place.A bid of $1250.00 was received for the public access on Franklin Lake where the new culvert was put in. Wayne made a motion to accept the bid, Cecil seconded the motion, motion carried. John Barry properties. As previously stated to Mr. B. John Barry, his design engineer, and to two members of the Dunn township board, we have no objection to a proposed township road location providing the road remains a 66' main­ tained road up to the junction of East Street. This gives us ingress and egress to our property. It appears on the August 13, 1998, Fish Lake Road proposal prepared by Mr. Barry's design engineers, that they plan to narrow the road beyond the cul de sac. This would eliminate it as a maintained township road to the East Street access of our property. It is our belief that not having a maintained township road to the East Street access will devalue our property. Furthermore as taxpayers we should continue to be provided a maintained township road as are the other property owners on Provan Beach. We believe that those in authority have a legal and moral responsibility to mandate that Township Road T609 continue to be maintained as it now exists to East Street. All board members were present, also present were Steve Ehnert, Howard Wergeland, Ron Geerdes, Dale Gustafson, Mr.Jensen from Jensen Horaes(Barry's contractor),and Rick Phillips. Minutes The minutes of the last meeting were read. Wayne made a motion to accept the minutes as read, Cecil seconded the motion, motion carried. Treasurers Report The Treasurers report was presented, Cecil made a motion to accept the Treasurers report as presented, Wayne seconded the motion, motion carried. C.D. was coming due for $50,000 and it was decided to either renew the C.D. or cash it in and purchase another if better interest rates could be gotten elsewhere and put in for a term of 6 months. The Treasurer told the board that a Bills Bills were reviewed. After reviewing and discussing them. Merle made a motion to pay all bills except one from Bob Bergquist who had submitted one for hiring some tree work done without approval from the Township Supervisors. Correspondence A letter was received from the County Auditor giving times and places where Election Judge training will be held, Cecil, Wayne, Merle, Judy from the board and Lois Carlson and Kathy Hagen will be attending. Old Business The D N R was pleased with the job the township had done on the new culvert put in on North Franklin Lake Raod by the Public Access. New Business Dale Gustafson, representing John Barry was at the meeting to explain to the Town Board how they would like to relocate i _«■ Township Road T609. He told the board that Mr. Barry had applied for a Conditional Use Permit from the Otter Tail County Planning Commission. He showed the Board a map of how the road would run if the permit is granted and that they plan on following all Otter Tail County and Dunn Township road regulations. Also County Engineers would have to inspect and approve it. They had held a meeting with property owners that would be affected by the changes, and a question and answer period was held to hear their concerns and questions. The beach captain from Provan Beach, Howard Wergeland, was at the meeting to get assurance from the Town Board that if the road change request is granted that the Township would still continue to do all the road maintenance of T609 and the loop (turnabout) including snowplowing, mowing, crack sealing, striping, etc. They also want mail boxes to remain at there present locations, and that the road would be on the school bus route when children live on the road. Merle made a motion that the Dunn Town Board will give their approval of the change on the condition that Mr. Barry gets approval of the Otter Tail County Planning Commission and County engineers, and that they agree to put the same number of lifts of tar that is on the present road. Also, the Township would continue to do the maintenance work on the road as stated above by Mr. Wergeland. Wayne seconded the motion, motion carried. There was some discussion on the mail box and school bus route issues, but these are not regulated by the Township. Rick Phillips and Ron Geerdes were there from Northwest Cove Estates to ask the board about getting their road tarred. The Supervisors told them they would check into the cost involved, but told them that there were a lot of others that would like there roads tarred also and that a lot of these roads have been around for many years and that there road is just a few years old. Someone had questioned the Supervisors about where commercial signs can be placed. Merle had written to Attorney General Dooley to get all the regulations on this matter and will be discussed when an answer is received. The next regular meeting will be held on September 14th, 1998 at 7:30 P.M. at the Dunn Town Hall. The Primary Election will be held on September 15th from 7 A.M. until 8 P.M. at the Dunn Town Hall. According to the Wetlands Conservation Act (WCA), avoidance is the first step and filling in the wetland in this case can be avoided. Discussion continued regarding the culvert and whether or not the wetlands were man-made.
