A variance may be granted only where the strict enforcement of county land use controls will result in a "practical difficulty". A determination that a practical difficulty exists is based upon consideration of the following criteria: i. The applicant identified the following practical difficulty: Ms. Lemke would like to build a garage on Lot 11. but has no room, Ms. Usiem is wiliing to convey a portion of her property to be permanentiy attached to Ms. Lembke property.
