A motion by Estes, second by Portmann to approve the special use
application of Edwin Prescher. dated August 14, 1981 on Otter Tail
Lake, No. 56-242, GD, Sec. 31 of Otter Tall Twp. subject to minimum
requirements of DNR as to number of units and the units are restricted
to residential use only and not rental units and not to exceed 15 units
in total. Department of Transportation approval is required for
Highway 78 approach. This action hereby eliminates the Balmoral Resort.
Ken Anderson, Mrs. Clarence Slolcum, Dick Anderson, Dale Smidt, Roman Gale,
Carl Thulen, Don Nelson, Gene Nelson, Mrs. Prescher and Don Moe spoke to
the Commission.
Passed:
Voting: All members in favor.
Passed:A motion by Portmann, second by Petterson to approve the special use
application of Richard Lackmann, dated August 17, 1981 on Little Pelican
Lake, No. 56-761, RD, Sec. Z of Dunn Twp. as per drawing presented and
applied for at 18 Inches and feather toward road.
Voting; All members in favor.
A motion by Portmann, second by Martin to deny the special use application
ot Larry Dahlen. dated August 4, 1981 on Eagle Lake, No. 56-253, GD, Sec; 14
of Eagle Lake Twp. because of possible severe erosion problems and adverse
affects on adjacent lots. Gene Eltrem spoke to the Commission.

Votings All members in favor.
Passed:A motion by Estes, second by Martin to approve the special use application
of Don Langren. dated August 1, 1981 on West Battle Lake, No. 56-239, GD,
Sec. 2 of Clitherall Twp. with till to within 6 inches of ice ridge and re
mainder of the request is approved and project to be completed within 2 years.

Passed:A motion by Lachowitzer, second by Lee to approve the preliminary plat plans
of Doug Ackling for Ackling Point on Devils Lake, No. 56-245, GD, Sec. 6 of
Perham Twp. as presented.

A motion by Estes, second by Jacobson to adjourn the meeting at 11:30 P.M.
and to set Wednesday, October 7, 1981 as the date for the next regular
meeting of the Coimnission.

MINUTES OF THE ADJOURNED MEETING
OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County met at 9:30 a.m., Tuesday, September 8, 1981, all members
present.
Motion was made by Bert Hovland, seconded by Van Ellig and car
ried, to approve an application for cancellation of tax on property in the City
of Rothsay that is in actuality a portion of city street and should not be taxed.
Representatives of Maine Township appeared before the Board
relative to the Phelps Mill Bridge. No action taken.
Motion was made by Sydney Nelson, seconded by Andy Leitch and
carired, to approve the plat of Norwood Beach, located in Section 10-136-40.
Motion was made by Hub Nordgren, seconded by Bert Hovland and car
ried, to approve the application of Edwin Prescher, for special use permit to
construct fifteen condominium townhouse units with central sewage system, etc..
on area known as Balmoral Resourt in Section 31 of Otter Tail Township, subject
to conditional requirements.
Upon motion made by Andy Leitch, seconded by Van Ellig and carried,
the following applications for special use permit were approved:
