The driveway with culvert will be built across a slough which is approximately 50' X 200'. The driveway will be between lots 22 and 23 and will be shared by two cabins, Don Westra and John Cooper. By having a common driveway, more area will remain available for percolation. There is a drain pipe between the slough and the lake under lot 21. The pipe has not worked this year because the ice pushed it up last winter. The slough is now above lake level and there is no standing water. There has been no standing water since the lake was lowered in 1990. We wish to clear out the brush, etc and add just enough black dirt to plant grass. Otter Tail County. Eagle Lake property owners along the Northeast side of the lake have petitioned the township to move the road 100 feet back from its present location. The road work could begin this fall. The new road will put the wetland between my property and the new road, denying me access to my property. I own Lots #21 & 22 (see sketch).The wetland is primarily a catch basin for water that runs down the old roadway from the south. It measures approximately 50' wide by 200' long. When the old road is abandoned and re turned to grass the slough could dry up completely. The slough is dry, but soft now despite the wet summer. It contains some cattail. Many years ago the township put a drain pipe between the slough and the lake under lot 21. The pipe was damaged by the ice last winter and has not been repaired. No water has passed into the lake through the pipe this year. We wish to fill the slough behind my property and that of my neighbor(lot 23) and to build one common driveway for both of us. The area will be filled enough to support grass and include a small waterway/basin leading to the drain pipe. Under normal circumstances, the basin will hold all the runoff. By having a common driveway, more area will remain available for percolation. The pipe will act as insurance against my neighbors getting any runoff during spring thaw or a torential rain. My neighbors' properties to the north were all filled many years ago and there is a steep hill to the south. We can easily fill the swamp without dumping runoff water onto anyone elses property.
