Motion was made by Cecil Femling, second by Mark Steuart and unanimously carried, to deny the ordinary high water
level variance as requested as no adequate hardship had been shown that would allow for the granting of the variance
as requested and to approve the side lot line variance as requested noting that the side lot line request is reasonable.

Rick Freitag, ET AL, Sauk Centre, MN, request the following; “less than 10 feet from lot line (the cement
has been there for numerous years it is an existing structure" and “ requesting to be over the 15% rule by
about 21 inches or 1.85’. House is 77.9 feet from OHWL allowed 75 feet plus 15% or 11.25’ or should be
@ 63.75’. End of deck is 61.9 feet from OHWL (4X4 square is landing for stairs).” Per surveyor’s drawing
the proposed deck, including the 4’ by 4" landing) is 8.2’ from the side lot line and 58’ from the ordinary
high water level. The property is described as Lot 16, Okeson Beach and Lot 16, Block 1, Okeson Beach
First Addition, Eagle Lake in Eagle Lake Township. The audience was polled with no one speaking for or
against the request. Mark and Joyce Knoblauch represented the applicants at the public hearing. After
consideration, motion was made by Cecil Femling, second by Mark Steuart and unanimously carried, to
deny the ordinary high water level variance as requested as no adequate hardship had been shown that
would allow for the granting of the variance as requested and to approve the side lot line variance as
requested noting that the side lot line request is reasonable.
Chris and Kim Guck - Approved as requested. (7:54 p.m.)
Chris and Kim Guck, Pelican Rapids, MN, requested a variance to allow for 5 additional campsites. One of
them being within 100’ of the lake, but also self contained with no sewer. The other 4 would be 100’ or
more from the lake with sewer. If this were allowed, we would remove old bam and grain bin, improving
the appearance of the campground. We feel we have plenty of room for these campers and that it would
help us keep this a viable business, please understand that every camping lot make a difference for
campgrounds and resorts to survive. We also feel this would not adversely affect the rakerespecially^irice ~
our season is only 4 Vi months. We appreciate the County Commissioners for their support of our request
and the need for campgrounds and resorts to survive. Thank you for your consideration of our request. In
summary, we’re requesting a total of 45 campsites, 1 cabin and 1 dwelling for a total of 47. One campsites
being at 80’ from the lake when the ordinance allows 31 by water frontage and 17 by area. The property is
described as part of Government Lot 5 and all of Government Lot 6, Section 28 of Dunn Township by Lake
Lizzie. The audience was polled with Marilyn Skillings speaking for the variance as requested. After
consideration, motion was made by Paul Larson, second by Steve Schierer and carried with Mark Steuart
and Les Estes voting no, to approve the variance as requested noting the measurement changes
presented at the hearing and noting the favorable support of this variance request by the Otter Tail County
Board of Commissioners,
Skillings Resort - Approved as requested. (8:06 p.m.)
Skillings Resort, Verges, MN, requested a variance of 42’ from the required ordinary high water level
setback of 100’ for the construction of 30’ by 3T garage approximately 58’ from the ordinary high water
level. The property is described as part of Government Lots 4 and 5, Section 32 of Hobart Township by
Sybil Lake. Gary and Marilyn Skilling represented the applicant at the public hearing. The audience was
polled with no one speaking for or against the request. After consideration, motion was made by Randall
Mann, second by Steve Schierer and unanimously carried, to approve a variance of 42’ from the required
ordinary high water level setback of 100’ for the construction of a 30’ by 31 ’ garage approximately 58’ from
the ordinary high water level. It was noted that the proposed location will not obstruct the view from the
adjacent properties, is not in the shore impact zone and is no closer to the ordinary high water level than
the existing structure. Hardship is the terrain of the property.
