Due to circumstances beyond our control, we are not able to comply with the setback requirements for a
structure. We will be behind the string test from our neighbors and will not obstruct their views. We want to
utilize our lot by placing a park model w/loft and attaching a deck that we would like to enclose with screens in the
future.
When we purchased the lot, a lO'xSO' trailer house was on it, but due to age and worsening condition of it, we
needed to remove it. We then applied for a permit that allowed a pull type camper to be placed there seasonally.
This is a hardship to place it on and take if off each year and the size is not practical to enjoy the lot for any length
of time as the fresh water holding capacity is in short supply in the camper.
If the lot was of standard size, be assured that we would comply with the setback regulation.
Date Of Hearing Time
Motion
Dale Oletzke Et Al - Approved the variance request as modified with conditions. (6:32 p.m.)
After consideration, Steve Schierer made a motion, second by Paul Larson and unanimously carried, to approve the placement of
a structure, which cannot exceed 400 square feet in size, no closer to the ordinary high water level than the building line between
the dwellings on the adjacent properties with the condition that no more than 25% of the total eligible lot area can be covered with
impervious surfaces and with the condition that all other setback requirements are met. The variance as granted does not directly
or indirectly grant any other variances for the proposed development. The variance as granted does provide the applicants with a
reasonable use of the property.

Ronald E. and Marlys F. Werner - Denied. (7:00 p.m.)
Ronald E, and Marlys F. Werner, Lot 10 East Shore and part of Government Lot 5, Section 23 of Scambler Township
by Tamarac Lake, requested the following: I show 34.4% impervious surface. Please note the 360 square foot
addition is covering existing impervious ground. I'm requesting a variance to keep the impervious cover at 34.4%.
The audience was polled with no one speaking for or against the variance as requested. After consideration, Steve
Schierer made a motion, second by Les Estes and, unanimously carried, to deny the variance as requested as no
adequate practical difficulty/hardship had been shown that would allow for the granting of the variance as requested
and the current impervious surface coverage is far in excess of the allowable coverage of 25%.
Dale Oletzke Et Al - Approved the variance request as modified with conditions. (6:32 p.m.)
Dale Oletzke, Et Al, part of Government Lot 2, Section 14 of Eagle Lake Township by Eagle Lake, requested the
following: Asking for a variance of 4’ from the road right-of-way being no closer than 16’ to the road right-of-way, the
required setback is 20’. Also requesting a variance of 64’ from the ordinary high water level to place a park model of
no more than 400 square feet with loft, 12’ by 32’ deck with possibility of screen porch in the future 11’ from the
ordinary high water level. Structures will be no closer than those on the neighboring lots. Due to circumstances
beyond our control, we are not able to comply with the.setback requirements for a structure. We will be behind the
string test from our neighbors and will not obstruct their views. We want to utilize our lot by placing a park model with
loft and attaching a deck that we would like to enclose with screens in the future. When we purchased the lot, a 10’
by 50’ trailer house was on it, but due to age and worsening condition of it, we needed to remove it. We then applied
for a permit that allowed a pull type camper to be placed there seasonally. This is a hardship to place it on and take it
off each year and the size is not practical to enjoy the lot for any length of time as the fresh water holding capacity is
in short supply in the camper. If the lot was of standard size, be assured that we would comply with the setback
regulation. John and Trudy Determan appeared with the applicant at the public hearing. The audience was polled
with Jim Beach and John Bemis addressing the applicant’s request. Jim Beach was representing Eagle Lake
Association and John Bemis was representing Eagle Lake Township. Mr. Bemis expressed concerns with access to
the property, the location of the septic tank in the road right-of-way and requested that no variance from the road right-
of-way setback be granted for the proposed development. Mr. Beach questioned the applicants about the well. After'
consideration, Steve Schierer made a motion, second by Paul Larson and unanimously carried, to approve the
placement of a structure, which cannot exceed 400 square feet in size, no closer to the ordinary high water.level than
the building line between the dwellings on the adjacent properties with the condition that no more than 25% of the
total eligible lot area can be covered with impervious surfaces and with the condition that all other setback
requirements are met. The variance as granted does not directly or indirectly grant any other variances for the
proposed developrhent. The variance as granted does provide the applicants with a reasonable use of the property.
Arthur F. Alvarez - Approved the variance as requested. (7:23 p.m.)
Arthur F. Alvarez, part of Lots 15 and 16 Camp Hatton, Otter Tail Lake In Amor Township, requested a variance of 25’
from the required ordinary high water level setback of 75’ for the enclosure on an existing patio located approximately
50’ from the ordinary, high water level. The audience was polled with no one speaking for or against the variance as
requested. After consideration, Steve Schierer made a motion, second by Les Estes and unanimously carried, to
approve a variance of 25’ from the required ordinary high water level setback of 75’ for the enclosure on an existing
patio located approximately 50’ from the ordinary high water level as the patio is already covered by a roof.
Gary Renier-Tabled. (7:31 p.m.)
Gary Renier, Lot 11 Balmoral Beach and part of Government Lot 2, Section 31 of Otter Tail Township by Otter Tail
Lake,, requested the following: Requesting to remove soil from a bluff area to create a larger driveway and garage
apron area. Retaining wall to be built, to hold back hillside. This would be a 30’ variance to be in the bluff impact
zone within the toe of the bluff. Sharon Renier, the applicant’s wife, John Christianson, Excavator, and Richard
Hochstein, Contractor appeared with the applicant at the public hearing. The audience was polled with no one
speaking for or against the variance as requested. After consideration, Steve Schierer made a motion, second by Les
Estes and unanimously carried, with the applicant’s verbal permission, to table this request until the October Board of
Adjustment meeting for additional information from Tim Griep of the Land and Resource Management Department.
