Meeting of the Otter Tail County Planning Commission was held on August 11, 2010 at 6:30 P.M.
in the Commissioner's Room, Government Services Center, Fergus Falls, Minnesota.
Roll Call:
Members Present: Rod Boyer, Bert Kinzier, Joe Maske, Bert Olson, Robert Schwartz, Rick Wilson
and Leona Zimmerman.
Members Absent: Ken Erickson, Marion Gill and David Trites.
David Hauser represented the County Attorney’s Office and Tim Griep represented the Land &
Resource Management Office.
Minutes of July 14, 2010: A motion by Wilson, second by Schwartz to approve the July 14, 2010
Minutes as presented. Voting: All members in favor.
Robert & Laurel Ritter - Approved With Conditions:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Replace all existing &
failing retaining walls on property with a professionally engineered wall system. Total lineal feet of
wall = 746 on all levels. 5224 sq. ft. of walls. Entire project will involve moving 800 cy of dirt.
Proper erosion control methods will be followed; erosion control fabric and sod will be used to
stabilize the soil. It is our intent to complete phase 1 of project in September and October of 2010.
Due to the scope and expense of the project, we hope to have phase 2 completed by 2014, earlier
if the existing wall system begins to fail at a rate greater than anticipated. Note: Construction plans
on file with Land & Resource Management Office. Also, a Variance Application has been filed as
project is in Bluff and Bluff Impact Zone. The property is described as Pt GL 4, Section 11, Eagle
Lake Township: Eagle Lake (56-253), GD.
Chairman Bert Olson stepped-out of the room and abstained from this Application.
Kurt Maethner (Contractor), Jeremy Anderson (Engineer), and Matt Hoen (Outdoor Renovations)
represented the Application.

We are requesting permission to replace the existing, aged and
failing, retaining wall system with a professionally engineered
retaining wall system. Please see plans phase 1 C3.0 and phase
2 C4.0
We propose that the new 317 LF wall system in phase 1
(roadside) be greater in height, as compared to the existing
wall, in certain areas because of existing bank erosion
conditions and the desire to protect the bank that is behind.
Also, on the North portion of the phase 1 wall { about 35') we
are requesting permission to expand the distance between the
garage and the bank so as to gain better access to the West
side of the existing home for maintenance and safety reasons.
Total square footage of retaining wall in phase 1 will be 2224.
The order to disturb less soil we will be using a retaining wall
product, for phase 1, that will require less excavating and geo
grid product. It is estimated that we will be working with and
removing up to 250 CY of dirt, this excess dirt may need to be
used on the phase two portion of the project.
Phase 2 (lakeside) of the project involves 429 LF of wall, and will
have a total square footage equal to 3000. Dirt work In phase 2
will involve 550 CY.
For both phases of the project we will be stabilizing the ground

We are attempting to be proactive with this project and
complete it in a timely manner as to protect Eagle Lake and its
environs. It is our intent to complete phase one in early
September 2010. Due to the scope and expense of the project
we hope to have phase 2 complete by 2014, earlier if the
existing wall system begins to fail at a rate greater than
anticipated.
