We propose to replace the three timber retaining walls on the lake side of our
residence on Eagle Lake. The new walls willjbe reinforced earth masonry walls.
The walls will be rocked one foot behind the | wall and drain tiled out to prevent
water pressure from building up behind the wall. A hand railing will be placed on 'H-'V
the top wall. Shoring will be installed to support the three season porch during
construction. The amount of fill to be placed behind the new walls is estimated to
match the amount of fill behind the existing walls. Steps from the lower patio will
be constructed also. These will be to one side of the walls if constructing them
down the center as they exist proves too diffijeult. A photograph of the existing

Motion: A motion by Lachowitzer, second by Trites to approve as presented, reason being
the requested number of dwelling units does not exceed the requirements of the Shoreland
Management Ordinance for water frontage or area.

Northern Star Camp Fire Council, Inc. - Approved As Requested:
A Conditional Use Permit Application to add units: Camp Trowbridge has been donated a
28’ X 40’ lake cottage to be used for housing campers. The cabin will be moved from
Enchantment Beach on Big McDonald to camp. The cabin will be placed on footings and
block crawl space. The septic system located by the Director’s cabin is sized for additional
4 bedrooms. This cabin has 3 bedrooms. Presently 21 buildings are possible for sleeping.
This addition would increase the number to 22. This is to be completed in 2001.
A remodel to make the Oxen Trail Bathhouse into living quarters since a new septic system
is available to install a shower and toilet. This remodel would be completed in 2002.
Upon completion of the remodel the living quarters would be 23. The property is described
as a 66.43 AC Tr in SW1/4 & in SE1/4 lying SLY Hwy #17 in Section 10 and Lot 2 (22.90
AC) in Section 15 of Candor Township; Lake Ida (56-534), NE & Lake Trowbridge (56-
532), RD.
Myrna Johnson represented the Application.
Motion: A motion by Schwartz, second by Bergerud to approve as presented.
Voting: All members in favor.
Scambler Township - Approved With Conditions:
A Conditional Use Permit Application to construct a grade raise, road widening and culvert
replacement. Recent high water has caused erosion of the road embankment. (A typical
section and proposed profile are available for viewing at the Land & Resource Mgt. Office,
County Courthouse). The Township also proposes to construct a grade raise and widening
on 205"’ Ave from Pelican Dr. S to a location approx. 1320’ S of said intersection. A grade
raise on Ranch Road approx. 2640’ W of the intersection with CSAH 23 is also proposed.
The work on 205*' Ave in sections 13,14, 23 & 24 is the only work within 1000’ of a lake.
The Township also proposes minor ditch grading and widening of the road. The proposed
borrow area for the segment of 205"’ Ave in sections 23 & 24 is within 1000' of Tamarac
Lake. And in sections 13 & 14 a proposed grade raise of 205*’ Ave being within 1000’ of
Pelican Lake. The property is described as Township Road 205*' Ave in Sections 13, 14,
23 & 24 of Scambler Township; Tamarac Lake (56-931), RD/Pelican Lake (56-786), GD.
Patrick Reisnour (Interstate Engineering) and George Lyon (Scambler Township)
represented the Application.
Donald Johnson expressed concerns with Tamarac Lake’s elevation.
Motion: A motion by Maske, second by Sha to approve as presented, provided an erosion
control & a restoration plan is approved by Land & Resource prior to starting the project,
allowing an extension of the September 1“earthmoving deadline to October 15, 2001.

Use Permit #6171 until September 1, 2007, as requested by Lorin and Anna Mae Remmick
for property on Pickerel Lake in Section 15 of Maine Township
Motion by Mosher, second by Froemming, and unanimously carried to extend Conditional
Use Permit #6358 until October 15, 2006, as requested by Everts Properties for property in
Section 33 of Everts Township.
Motion by Mosher, second by Block, and unanimously carried to extend the Final Plat filing
date to December 1, 2006, for the proposed plat entitled “Hidden Acres" located in Sections

Election Request

Payment Approvals

Tax Forfeited Property Sale Date
Motion by Lee, second by Block, and unanimously carried to establish Friday, December 1,
2006, as the sale date for the private sale of the following described parcel of tax forfeited
property and to establish the opening bid price at $1,700:

Crystal Hills Second Addition
Larry Krohn, provided information regarding current rental fees and he stated that the rent
paid by the City of Fergus Falls for Police Department space would need to increase by about
$53,000 to be at a fair market rate. Commissioners discussed charging the City $125,000
per year for dispatch (reduction of $127,000) and $102,000 per year for rental fees (increase
of $53,000). Commissioners requested that the CJPA Steering Committee negotiate this with
the City of Fergus Falls for the 2007 Budget and formalize changes as a percentage rather
than dollar amount and incorporate a corresponding annual COLA.

Site Evaluation
Motion by Lee, second by Block, and unanimously carried to approve a preliminary site
evaluation, to be completed by Architect, David Shultz, at an approximate cost of $2,500, for
property (about 20 acres) owned by the State of Minnesota at the Regional Treatment Center
which could be transferred to the County.
RESOLUTION IN SUPPORT OF
2006 COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY
Otter Tail Countv Resolution No. 2006 - 66
WHEREAS, West Central Initiative has prepared a Comprehensive Economic Development Strategy
(CEDS) for the region containing Becker, Clay, Douglas, Grant, Otter Tail, Pope, Stevens, Traverse,
and Wilkin Counties of Minnesota (west central Minnesota); and
WHEREAS, The CEDS contains analysis, economic data, economic development projects, and goals
and objectives for the betterment of the region; and
WHEREAS, Availability of an approved CEDS and related annual updates are a condition for
qualifying for grants for local economic development projects from the Economic Development
Administration of the U. S. Department of Commerce; and
NOW, THEREFORE, BE IT RESOLVED, That the Board of County Commissioners of Otter Tail
County, Minnesota, approves the 2006 Comprehensive Economic Development Strategy for west
central Minnesota.

We were issued Conditional Use Permit #6382 to replace an existing retaining wall at our permanent
residence at 14595 East Eagle Lake Road, Battle Lake, MN 56515. The dates on the permit indicate it is
valid from 7-27-06 until 9-1-06. Due to the recent rains, our landscaping company. Natures Garden
World, does not feel it can safely complete the work by 9-1-06. We, along with Mr. Eric Berger, of
Natures Garden World, are requesting that the expiration date be extended to 10-1-06. Per a phone call
to your office today, Marcia stated that we needed to put this request in writing.
Please give me a call at 218-864-3095 to confirm that our request has been granted.

Per our phone call this morning, we are requesting that the hearing for our request to replace an existing
retaining wall at our permanent residence at 14595 East Eagle Lake Road, which was tabled until the
June 14,2006 Planning Committee Meeting, be postponed xmtil the July 12,2006 Planning Committee
Meeting. This request is due to the fact that Patrick Reisnour, PE, of Interstate Engineering, who was
retained by us in April, has not had adequate time to prepare the scaled plan of the project requested of
him at the May 10,2006 Planning Committee Meeting. Mr. Reisnour has assured us that the requested
dociunents will be in your office by 10 am June 28,2006, for mailing to the Planning Committee
Members. It’s our understanding that both Mr. Reisnour and our professional landscaper, Mr. Eric
Berger of Natures Garden World, will attend the July 12,2006 Planning Committee Meeting with us to
answer any questions the Planning Committee may have.

The basic retaining wall design consists of a straight wall
segment with no slope or surcharge load behind it.
The tables on this page and the following pages for other
loading conditions feature approximate quantities of
reinforcing grid. Use these tables for estimating
purposes only.
Quantities, positioning and lengths may vary. Curves, angles
and other features may also have an impact on the final
amounts of grid and LondonStone Grid Lip block needed.
Contact your LondonStone representative for actual grid
layout and sizing at the early stage of your planning.
For taller walls, or walls under loading conditions or terrain
different than those illustrated in this manual, a qualified
design professional should be consulted.
These tables were prepared for the reinforcing grid type and

1nON: How far apart do the terrace walls have to be to perform as individual gravity walls?
ER:- As a rule of thumb, the minimum distance between
the wall terraces must be at least equal to twice the
height of the lower wall.
^LE: If the lower gravity wall is 5 feet (1,5m) tall, then the
minimum recommended spacing between terraces is 10
feet (3m). This rule also applies to walls with more than
two terraces. The distance between any two terraces
must be at least equal to twice the height of the lower
adjacent terrace wall.
Note: This simple rule of thumb does not address global stability
where walls are built on steep slopes or over poor soils of low friction
strength. If these conditions exist, then contact your looal Keystone
representative or a local engineer.

ZR: The wall can still be built, but the effect of the upper
terrace on the lower terrace and overall stability must be
taken into account when designing the wall(s). When

PROJECT DESCRIPTION (AS STATED ON THE APPLICATION):
Permit Application to replace the three timber retaining walls on the lake side of our
residence on Eagle Lake. The new walls will bei reinforced earth masonry walls. The walls
will be rocked one foot behind the wall and drain tiled out to prevent water pressure from
building up behind the wall. A hand railing will be placed on the top wall. Shoring will be
installed to support the three-season porch during construction. The amount of fill to be
placed behind the new walls is estimated to match the amount of fill behind the existing
walls. Steps from the lower patio will be constructed also. These will be to one side of the
walls if constructing them down the center as they exist proves too difficult.
