Ordinance Revisions - Public Information Meeting ^ Motion by Johnson, second by Rogness and unanimously carried to hold a Public Information Meeting on November 30, 2015, at 7:00 p.m. to further discuss the proposed changes to the Sanitation Code and the Shoreland Ordinance, as well as consider a Dock Ordinance. The Commissioners discussed possible ordinances changes and issues to be addressed based upon comments and questions that were discussed at the Public Information Hearing on November 2, 2015. Closed to the Public v At 11:51 a.m., Chainrian Lindquist declared the Board of Commissioners' meeting closed to the public for attomey/client privilege to discuss the State Courthouse remodeling and the C.A.R.E. Facility. Present were County Attorney David Hausen all five sealed Commissioners, County Administrator, Terry Hoff, Facilities Manager, Wayne Stein, Auditor-Treasurer, and Nicole Hansen, Human Resources Director and acting Board Secretary. A Lakes Country Service Cooperative -^Ballots for Board of Directors At 12:24 p.m.. Chairman Lindquist declared the "meeting open to the public. Larry Krohn, County Administrator, provided ballots to the Commissioners for purposes of voting for Lakes Country Service Cooperative Board Members.\ Recess & Reconvene At 12:30 p.m.. Chairman Lindquist recessed the meeting of the Otter Tail County Board of Commissioners for a lunch and committee meeting break. Add retaining wall between riprap on shoreline and the patio. Patio size will remain the same at 12 ft. x 24 ft. The proposed retaining wall will be in two sections: Section #1 will be 18 ft. long, 1 ft. deep and 214 ft. high. Section #2 will be 50 ft. long, 1 ft. deep and 2>2 ft. high. Shaping of the landscape behind the retaining wall will be minimal to allow for reseeding of grass damaged from the ice in condition in Dec. 2014. Propose to complete project by 6/1/2016. The project is located in Pt G.L. 2 Tr Bet Lake & Rd N of & Adj to Lot 27 Okeson Beach 150’ on Lake, Section 11 of Eagle Lake Township; Eagle Lake (56-253), GD. DuWayne & Kay Witt represented the Application. Motion: A motion by Wilson, second by Trites to approve as presented provided 1. The replacement patio does not exceed 260 square feet in size. 2. A swale must be established landward of the proposed retaining wall. 3. Minimal shaping is done on the existing ice ridge. For safety purposes, the applicant is encouraged to establish a vegetated strip between the replacement patio and the proposed retaining wall. Voting: All Members in favor. Floyd Moen - Approved With Conditions: A Conditional Use Permit Application (as stated by the Applicant on the Application): I constructed a 120’ long driveway turnaround: maximum width is 60’ with a T to 8’ cut. This is an After-The- Fact Request. I also request to complete the project and install a retaining wall (maximum of 8’) on the NW & NE side of the garage; and to add Class 5 at a maximum 6” under the footing of the retaining wall and 3” on the driveway. The project is located at Pt of GL 5 (1 AC), Section 29 of Friberg Township: West Red River Lake (56-711), NE. Mike Lureen represented the Application. Motion: A motion by Rosenthal, second by Bailey to approve provided: 1. Fieldstone (with fabric) must be installed on all existing cut areas, with a maximum of a 3 to 1 slope. 2. No additional impervious or bituminous area is established. 3. The disturbed area to the north is vegetated and remains pervious 4. The maple tree (in the turnaround) must be removed. 5. An engineer provides Land & Resource an analysis of the proposed project confirming stability of the boulder wall. Voting: All Members in favor. Adjourn: At 7:59 P.M., Chairman Olson set the Meeting.
