Hanson, Elbow Lake, MN, requested a variance of 2' from the required side lot line setback of 10' for an addition to an existing dwelling approximately S' from the side lot line. The property is described as part of Government Lot 1, Section 10 of Eagle Lake Township on Eagle Lake. The applicant was represented at the hearing by Steve Olson, audience was polled with no one speaking for or against the request. After consideration, motion was made by George Walter, seconded by Cecil Femling and unanimously carried, to approve a variance of 2' from the required side lot line setback of 10' for an addition to an existing dwelling approximately S' from the side lot line. Hardship being a substandard lot of record. It was noted that the addition would not be view obstructing and that it would not be any closer to the ordinary high water level than the existing structure. The Allen Floyd Chase - Referred to the Land and Resource Office. Allen Floyd Chase, Battle Lake, MN, requested reconsideration of the March 24th, 1994, and September 8th, 1994, Board of Adjustment action due to substantial changes in the applicant's project. The property is described as Lots 1, 2, 3 and 4, Ethel Beach, Ethel Lake in Girard Township. Kurt Mortenson, Assistant County Attorney, explained that for the Board of Adjustment to reconsider their prior actions they must find that there has been a substantial change in the circumstances surrounding their previous decisions. The audience was polled with Ray Chase speaking to the variance request. After consideration, motion was made by Craig Anderson, seconded by Carl Johnson and unanimously carried to refer back to the Land and Resource Office and to the County Attorney's office to determine if the actions taken by Allen Chase are in compliance with the variance as granted by the Otter Tail County Board of Adjustment. It was noted that the Board of Adjustment did not find any substantial change of circumstances to warrant reconsideration of their prior actions/decisions. With no further business.
