of GL 5, Section 10, Eagle Lake Township as presented.
The above motion was withdrawn by Petterson.
Approved;A motion by Prischmann, second- by Ackley to approve the
Conditional Use Application of Bob A Patricia Milleif. Eagle Lake
(56-253), GD, Pt of GL 5, Section 10, Eagle Lake Township only as
follows; 1. Maximum 6' cut away from the house on the hill
behind the house. 2. Drainage to be in an easterly direction.
3. Only 100 cubic yards to be cut out of hill to be used for fill
for the road. Remaining 500 cubic yards to be brought in. 4.
Stabilize all areas immediately. 5. Repair the eroded area on
the bank as presented before rest of project is started.

Meeting of the Otter Tail County Planning Commission was held on September 2,
1992 at 7:00 P. M. in the Commissioner's Room, Court House, Fergus Falls,
Minnesota 56537.
Members Present; Mike Ackley, Les Estes, Carl Johnson, Frank Lachowitzer,
Reba Lee, Bert Olson, Victor Petterson, Jr., Diane
Prischmann, Robert Schwartz and David Trites.
Members Absent; None.
Barb Hanson represented the County Attorney's Office,
the Land & Resource Management Office.
Bill Kalar represented
Approved;A motion by Lee, second by Schwartz to approve the minutes of
August 5, 1992 as mailed.
Voting; All members in favor.
Approved;A motion by Prischmann, second^ by_ ^Johnson ^to approve ^the
Conditional Use Application of Bob & Patricia Miller. Eagle Lake
(56-253), GD, Pt of G.L. 5, Section 10, Eagle Lake Township
allowing the cut to go a maximum of 15' back from the house, the
cut is to slope back up the hill to the first row of trees (400
cubic yards max.); must stabilize the entire project immediately
using sod strips on the steeper slopes and a combination of seed
and erosion control fabric between the sod strips; if not
completed by September 20, 1992 the entire disturbed area must be
sodded; the slope and the eaves on the house are to direct the
water to drain westerly.

The Otter Tail County Board of Commissioners convened Wednesday, September 9, 1992, at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist,
Chairman; Malcolm Lee, Harley Windels, Bill Stone and Virginia Portmann present.
Minutes Approved
seconded Portmann and unanimously carried to approve theMot ion by Lee,
September 2, 1992, minutes as submitted.
Veterans Advocate Publication
Motion by Lee, seconded Windels and unanimously carried to approve payment of $50 for a
two-year subscription for the Veterans Advocate publication as recommended by the
Veterans Service Officer.
Shoreland Management. Ordinance
■ ;
Department of Natural Resource Hydrologists, Russ Schultz and Terry Lejcher, appeared at
the request of the County Board to discuss concerns and issues resulting from the
administration of the State mandated Shoreland Management Ordinance,
included the provision dealing with substandard, contiguous lots of record and cluster
developments.
Issues discussed
Chairman Lindquist requested Russ Schultz and Terry Lejcher to meet with Land & Resource
Management Director, Bill Kalar, County Attorney, Wally Senyk and Otter Tail Lake
Property Owners Association President, Stan Fetters, to address specific concerns/issues
involving the Shoreland Management Ordinance.
Conditional Use Applications *
Motion by Windels, seconded Lee and unanimously carried to approve the Conditional Use
Application of Bob & Patricia Miller, Eagle Lake, subject to conditions and
recommendations as indicated by the Planning Commission.
Motion by Lee, seconded Portmann and unanimously carried to approve the Conditional Use
Application of Trondhjem Township % Merlin Watterud, South Branch/Buffalo River, subject
to conditions and recommendations as indicated by the Planning Commission.
Randal & Joan Hutmacher appeared requesting approval of their Conditional Use
Application, Erwin Kremer/Randal & Joan Hutmacher, Otter Tail Lake, with a statement
read into the minutes by County Attorney, Wally Senyk, addressing the five reasons for
denial listed by the Planning Commission,
opposition citing over crowding and erosion concerns,
petitions were acknowledged.
