]Gary A. and Linda L. Layman, Lot 2 Sunny Beach Resort, Little Pine Lake in Gorman Township, requested the following:
Proposing to construct a 15’ by 25’ addition to the dwelling being approximately 55’ from the ordinary high-water level. The
required setback is 75’. The audience was polled with no one speaking for or against the variance as requested. Letters from
Marcia Nelson, Ken Krajsa, Doug Stromberg and Tim Buss in support of the variance as requested were read for the record.
After discussion and consideration, Thomas Lee made a motion, seconded by Paul Larson and unanimously earned, to approve a
variance of20’ from the required ordinary high-water level setback of 75’ for the placement of a 15’ by 25’ addition to the
existing dwelling 55’ from the ordinary high-water level with the condition that no more than 25% of the total eligible lot area can
bejeovered with impei-vious surfaces. It was noted that the proposed development is on the side of the existing dwelling and
behind the lakeside of the existing dwelTing. The variance as approved does not directly or indirectly grant any other variances
for the proposed development or for any future development.
Solveig Halbakkcii Living Trust - Variance application approved as requested. (7:36 p.m.)
Solveig Halbakken Living Tmst, Lot 6 Camp Nidaros, Otter Tail Lake in Amor Township, requested the following: We are
asking for a variance to the lot line setback from 40’ to 25’ for a water oriented accessory structure. With this variance the
proposed gazebo will be less visible from the lake as well as Otter Tail County Highway 1. Placing the gazebo as proposed will
place it in such a way that vegetation will screen it on the north and east side throughout the late spring tlirough late fall.
Additionally, the neighboring property to the north-east has a garage with a side wall approximately 40’ from the lot line
screening the living quarters from view. The proposed gazebo’s placement will not interfere with the neighbor’s view or access to| the lake. There is an existing water oriented accessory structure, it will-be removed, it was damaged by ice,. The audience was
polled with no one speaking for or against the variance as requested. After discussion and consideration, Darren Newville made a
motion, seconded by Loren Bailey and unanimously carried, to approve the variance as described in the variance application
dated August 6, 2017 and as depicted on the drawing submitted with the application. It was noted that the proposed development
isjan improvement to the property as the proposed structure will be further from the lot line and from the ordinary high-water
level. The proposed location does not restrict view from neighboring properties. The variance as approved does not directly or
indirectly grant any other variances for the proposed development or for any future development.
IGathy Powers - Variance application approved as requested. (7:40 p.m.)
Gathy Powers, Lot 5 Block 1 Patterson Acres, Big Pine Lake in Pine Lake Township, requested the following: Proposing to
enclose 8’ by 13’ outdoor walkway into indoor space. Exterior wall and roof to be in line with existing wall and roof structure of
cunent house. Per phone conversation with Gathy the proposed enclosure will be 22’ from top of bluff. Asking for an 8’
variance. The audience was polled with no one speaking for oi' against the variance as requested. After discussion and
consideration, Thomas Lee made a motion, seconded by Paul Larson and unanimously carried, to approve an 8’ variance from the
required bluff setback of 30’ for the enclosure of the existing 8’ by 13’ outdoor walkway into indoor living space located 22’ from
the bluff as described in the variance application dated August 8, 2017 and as depicted on the drawing submitted with the
variance application. It was noted that the enclosed area will be no closer to the bluff than the front of the existing house. It was
also noted that three of the four walls needed to enclose this area already exists. It was strongly encouraged that the applicant
consider the placement of gutters to direct the water away from the bluff. The variance as approved does not directly or indirectly
grant any other variances for the proposed development or for any future development.
Lloyd and Linda Qiiittschreibcr - Variance application approved as requested with conditions. (7:44 p.m.)
Lloyd and Linda Quittschreiber, Part of Government Lot 1 and 2, Section 9 of Pine Lake Township by Big Pine Lake, requested
the following: Proposing to create 2 non-riparian parcels buildable for non-residential puiposes: Proposed Lot 1 - will be
approximately 18,412 square feet to be pemianently attached to a riparian lot. Parcel No. 52000990394000 - currently owned by
Richard and Karen Rasmusson. Proposed Lot 2 - will be approximately 36,300 square feet to be permanently attached to a
riparian lot. Parcel No. 52000990390000 - currently owned by Lloyd and Linda Quittschreiber. Existing mound located on
proposed Lot 2, which will meet the lot line setback of 10’. The remaining parcel will be approximately 20 acres in size and
buildable. Upon approval, a surveyor’s drawing will be obtained for recording purposes. The audience was polled with Don Matz
indicating landownership issues. After discussion and consideration, Paul Larson made a motion, seconded by Thomas Lee and
unanimously carried, to approve the proposed subdivisions as described in the variance application dated August 16, 2017 with
the following conditions: 1.) each of the proposed lots must have at least 20,000 square feet of area, 2) a registered surveyor’s
drawing must be provided at the time of conveyance and 3.) the ownership issues must be resolved. It was noted that the Board
|Of Adjustment does not resolve boundary or land title issues. Those issues must be resolved between the property owners and if
[left unresolved could create title issues for cunent and future owners. The variance as approved does not directly or indirectly
grant any other variances for the proposed development or for any future development.

The Otter Tail County Board of Adjustment met Thursday, October 5, 2006, with the following persons in
attendance:

Called to Order - Randall Mann, Chair called the meeting of the Board of Adjustment to order at 6:30 p.m.
Minutes Approved -
The Board of Adjustment approved the minutes of the September 14, 2006 meeting as mailed.
The Board of Adjustment considered the following applications for variance:
Diane M. McLeod and Paul Jeffers - Approved the variance as requested. (6:32 p.m.)
Diane M. McLeod and Paul Jeffers, Sub Lot 1 and part of Sub Lot 2 of Government Lot 3, Section 27 of Rush Lake Township
by Round Lake, requested a variance of 10’ from the required ordinary high water level setback of 75’ for the purpose of
enclosing an existing carport located 65' from the ordinary high water level. Terry Lee, Contractor, represented the applicant’s
at the public hearing. The audience was polled with no one speaking for or against the variance as requested. After
discussion and consideration, Paul Larson made a motion, second by Michael Harris and unanimously carried, to approve a
variance of 10’ from the required ordinary high water level setback of 75’ for the purpose of enclosing an existing carport
located 65’ from the ordinary high water level. The Board noted that the proposed enclosure is on the side of the existing
structure and will be no closer to the ordinary high water level than the existing structure.
Daniel and Dolores Hodgson - Approved the variance as requested with conditions. (6:39 p.m.)
Daniel and Dolores Hodgson, part of Government Lot 11, Section 3 of Hobart Township by Wymer Lake, requested the
following: Instead of using the closest corner of neighbors house (String Line A), we would like to request using the corner
closest to the lake (String Line B). Approximately 75’ to ordinary high water mark required setback is 100’ from ordinary high

We are unable to attend the Variance Hearing. Please accept Mr. Marv Monson, Monson
Construction, as our representative in this matter.
In adding the new addition to our lake retirement home it was not our intent or
expectation to replace the deck area of the home. With the deck collapse and
deterioration/rotting of the deck floor joists it was not practical to repair the existing deck
structure. As the deck posed a safety hazard we instructed Mr. Monson to raze the deck
structure that was still standing.
The proposed replacement deck will be smaller than the prior structure. In discussion
with our good neighbors there was no opposition or concerns with regard to replacing the
deck, nor will the new structure obstruct their view of the lake. As a lake home owner of
11 years we imderstand the need for the management of our lake and land resources.
Also, we view the deck as a complement to our Lake Environment and ascetics of Little
Pine Lake.
If the Board feels some compromise needs to be reached with regard to the size of the
deck structure, then Mr. Monson is authorized to act on our behalf We thank the Board
for consideration of this variance request, and the diligence/time in visiting our lake
home.

Linda and I apologize for not being able to attend the Variance Hearing. We were both in Perham thru
July 3, 2006, with intentions to attend the hearing on July 6, 2006. On July 1, 2006 my father went into
renal/kidney failure , and we were called to St. Louis, MO.. Please accept Mr. Marv Monson, Monson
Construction, as our representative in this matter.
The variance is requested to accommodate the addition of a main floor bedroom and living room. The
current master bedroom is an upstairs loft bedroom. As we reach retirement age the lake home will
become a retirement home, and it is hoped a main floor master bedroom would be closer to the main floor
bathroom, as well as, be easier on my wife’s knees. Since owning the property in 1996 we have replaced
both the sewer and well systems in anticipation of using the lake home as a retirement place.
Marv Monson of Monson Construction was kind enough to obtain the permit for the addition. Subsequent
to material construction on the addition we were informed a variance was needed, and construction
activities were ceased. Linda and I respectively request your affirmation of the variance request. Thank
