The second story addition in 1973, including upper porch with roof. The lake setback was no closer than existing building. The current setback from the lake is 45 feet (OHWM). The property is described as Lot 7, Belka Beach, Little Pine Lake in Gorman Township. Letters from Lois A. Brockhoff, James M. Rosen, Mary F. Rosen, Lyle Foster and Elizabeth Foster in favor of the applicant’s request were read for the record. The audience was polled with Marlin Zitzow speaking for the request. After consideration, motion was made by Randall Mann, second by Mark Steuart and carried with Cecil Femling and David Holmgren voting no, to approve the variance as requested with the following conditions: 1. that no more than 25% of the applicant’s total lot area can be covered with impervious surfaces, 2. the second dwelling must be eliminated either by its removal or should the structure remain and it use change the plumbing that serves the structure must be removed, and 3. a permit for the proposed project cannot be issued until conditions 1 and 2 above have been addressed. Seifert - Tabled Daniel A and Susan A. Seifert, Hawley, MN, requested a variance of 124’ from the required ordinary high water level setback of 200’ for the addition of a 12’ by 26’ porch unto an existing trailer being 76’ from the ordinary high water level. After consideration, motion was made by David Holmgren, second by Cecil Femling and unanimously carried, to table the public hearing, as requested in the applicants’ letter, until the October 7, 1999 Board of Adjustment meeting. Edwin and Barbara Legatt - Approved with condition. Edwin and Barbara Legatt, Perham, MN, requested a variance to subdivide an existing 5-acre parcel into two tracts consisting of a 4.06-acre parcel and a .94 acre parcel. The property is described as part of the Southeast Quarter of the Southeast Quarter, Section 32 of Gorman Township. Jeff Steinke, proposed buyer, appeared along with the applicant at the public hearing. The audience was polled with no one speaking for or against the request. After consideration, motion was made by Cecil Femling, second by David Holmgren and unanimously carried, to approve a variance to subdivide an existing 5- acre parcel into two tract consisting of a 4.06 acre parcel and a .94 acre parcel with the condition that a registered surveyor’s drawing must be provided at the time of conveyance. It was noted that both parcels have access to a public road and have adequate space to support two on-site septic systems. Hardship is the topography of the land for public road access making future subdivisions very difficult. August 30,1999 Dear Otter Tail County Board of Adjustment: This letter is to express our whole-hearted support for the proposed screening-in of existing porch areas on the property next door to ours, for which a variance is being requested by Karen Rosen, LP35 on Little Pine Lake (hearing scheduled Sept. 9, 1999): 1) We know that screening in our pre-existing front deck greatly enhanced the utility, and therefore the market value, of our cottage. Presumably the same would be true next door. 2) From our personal viewpoint, if LP35 screens in their small areas on their existing concrete slab, none of it would be in our line of vision as we look out at the lake, nor up and down the shore, from our place. The proposal that LP35 is requesting is far, far more acceptable to us neighbors than would be the alternative of plunking down a screened, “tent-house” on the front lawn, blocking much of our shoreline view, as was the case with the previous owners of LP35. 3) This season’s particularly pesty insect infestation in our area is a poignant reminder of what comfort and health benefits come with having even small screened-in spaces for lakeside living. Therefore, from our own experience we have learned the benefits and real estate value increase that screened-in areas give a property owner; LP35’s screening -in situation is very minimal, is most inconspicuous, and is a natural enhancement to the existing house and foundation; and, of course, the comfort and health benefits of such an area are obvious. Screening in the porches will in no way change the basic dimensions of the porches: floor area, roof area. etc. It will however markedly increase the liveability and useability of the area and enable them to more comfortably sit out there to enjoy the lake.
