The audience was polled with no one speaking for or against the variance as requested. After discussion and consideration,
Richard Gabe made a motion, seconded by Danen Newville and unanimously carried, to approve the variance as requested in the
application dated June 13, 2017 and as depicted and described in the drawings and other supporting materials submitted with the
variance application. It was noted that this site has been determined as the best site for the Lake Improvement District’s drainage

Noble and Catherine Gilbertson - Variance application approved as requested with a condition. (8:25 p.iii.)
Noble and Catherine Gilbertson, part of Government Lot 3, Section 21 of Girard Township by West Battle Lake, requested the
following: Requesting a variance to change a section of the existing roof line of house. Cuirently we are over the maximum
allowable impervious surface. Cun ently at 32.47%. There will be no increase to impervious surface. Proposed roof changes
meet all other requirements of the Shoreland Management Ordinance. Jamie Aho, Contractor represented the applicants at the
public hearing. The audience was polled with no one speaking for or against the variance as requested. After discussion and
consideration, Steve Schierer made a motion, seconded by Thomas Lee and unanimously carried, to approve the variance as
requested in the application dated June 22, 2017 with the condition that no more than 30% of the total eligible lot area can be
covered with impervious surfaces. It was noted that most of the proposed project is maintenance. It was also noted that the
variance as approved is consistent with past actions of the board. The variance as approved does not directly or indirectly grant
any other variances for the proposed development or future development.
Isliaug LLC - Tabled. (8:30 p.m.)
Ishaug LLC, part of Government Lot 4, Section 12 of Scambler Township by Pelican Lake, requested the following: Requesting
pennissioiVvariance to have two (2) campers on property, for total 3 dwelling. We are not requesting water or sewer hookups, as
they are moveable. June 8, 2017 meeting - A letter from Vernon and Alyce Smith in support of the variance as requested was
read for the record. A letter addressing the variance request from Lucy Tabatt was read for the record. An email and pictures
from Kevin Biffert was noted for the record. The applicant was represented at the public hearing by Lori and Diane Ishaug. The
audience was polled with no one speaking for or against the variance as requested. After discussion and consideration, Steve
Schierer made a motion, with the applicant’s verbal pemiission, to table their request until the July 13, 2017 meeting of the Board
of Adjustment so that the applicants can have an opportunity to discuss with Land and Resource Department the procedures and
process for a cluster development. The motion was seconded by Dan en Newville and unanimously carried. The members of the
board expressed concern that the granting of the variance as requested would establish precedence that they are not interested in
establishing. July 13, 2017 meeting - An email was received on Monday, July 10, 2017 requesting that the public hearing be
tabled until the September 14, 2017 meeting of the Board of Adjustment. After discussion and consideration, Thomas Lee made a
motion, seconded by Dairen Newville and unanimously carried, to accept the applicant’s request to have their public hearing
tabled until the September 2017 meeting of the Board of Adjustment.

Subject: Variance Application - Engineering Basis of most Practicable Recommendation

INTRODUCTION
Due to excessive highwater levels and duration on Devils Lake, a permanent lake outlet has been
designed to provide a healthy lake shore and riparian area from an economic and natural resource
interest. A pump station is required to pump water at a maximum 5 cfs. A Conditional Use Permit
has been issued for the project. The lake outlet project is being constructed for public and natural
resource benefits.
ALTERNATIVES
The location of the pump station was considered at 3 locations. The location recommended provided
the following most practicable solutions:
1) The proposed site provided the lowest ground elevation for lift station, least excavated
depth, shallowest wet well, shortest intake pipe. This site will limit excavated area for
construction. Also, the west shoreline of the lake is anticipated to have the least likely
shoreline sediment drift due to prevailing winds and east shoreline. This will limit
sediment buildup at the LS intake and outlet piping which carries backwash from filter.
2) Least ground disturbance.
3) The site selected provided a willing landowner. A site east across the 460*^ St. was
initially considered, however, the property owner was not interested or willing to provide
right of way for the placement of the pump station building on their property.
4) Further east along 460*'^ St. presented much higher natural ground elevations, and
impractical excavation depths for a wet well for the lift state. The costs were determined
unfeasible.
5) Site to SE corner of the lake presented higher ground elevations (approx.. 10 ft.), but
waterbodies and developed areas adjacent to the lake created constructability issues and
potential impacts to the wetlands adjacent to the Lake. More intrusive to the landscape

and adjacent wetland bodies/wetlands. Also, the southeast shoreline of the lake it is
anticipated to have a higher likelihood of shoreline sediment drift and deposition from
prevailing N/NW winds and southerly shoreline. This may create higher likelihood of
sediment buildup at the LS intake and outlet piping which carries backwash from filter.
6) The close proximity of the pump station building to 460'^ St. is on the outside of the
horizontal curve which will not restrict sight distances for drivers, and therefore, will not
create a stopping sight distance impact or safety hazard.
7) A permeable access driveway to the pump station building is proposed to help reduce
impervious surface area on the site.

The Otter Tail County Board of Adjustment met at 7:30 p.m..
Thursday, May 15, 1980 in the Commissioners Room of the Otter Tail County
Court House in the City of Fergus Falls, with Tom Donoho, Calvin Johanson,
Andy Lindquist and George Walter present.
Upon motion made by Calvin Johanson, seconded by George Walter
and carried, the minutes of the April 17th meeting were approved.
The following applications for variance were presented:

road adjoining; it is our intention that in event, this
township road which is located in Gorman township end is
adjoining this property is Improved that it will be
located approximately 50 feet to the north in some areas.
However, as logic as it may seem, that this would be the
proper and fitting prospective, it may not take place for
a period of 5 years depending on the money available.
