RCU’s onsite, a Residential PUD. Please refer to letter of intent. The sight will be primitive.
No wells at this time. Everything is located in Tier 1, containing 23,446 ft.^. The proposal is
located in Pt of GL Lot 7, Section 23 of Scambler Township; Tamarac Lake (56-931), RD.
Motion - June 20, 2018: A motion by Trites, second by Rosenthal to table (at the Applicant’s
request) to the August 8,2018 Meeting to allow the Applicant time to address the requirements
of a Residential Planned Unit Development (identified in the Shoreland Management
Ordinance). Material must be submitted to Land & Resource by July 20, 2018. Voting: All
Members in favor.

living onsite, occupying approximately 800 sq.ft, out of 3500 sq.ft, total. Max seating 28

Estes expressed a concern on alcohol consumption.

At 10:03 a.m., Chair Johnson declared the meeting of the Otter Tail County Board of Commissioners
recessed for a Public Works Committee meeting regarding the Phelps Mill Fish Passage project. The
meeting was reconvened at 11:05 a.m.
ACCEPTING DEDICATED DONATION TO SUPPORT l-LIDS
FOR AQUATIC INVASIVE SPECIES PREVENTION
Otter Tail County Resolution No. 2018 • 54
WHEREAS, the Dead Lake Association has offered to donate funds in the amount of five thousand dollars
($5,000.00) to the County of Otter Tail on behalf of the Land & Resource Office to assist in funding the
operation of an Internet Landing Installed Device Sensor (l-LIDS); and
WHEREAS, Minnesota Statute §465.03 requires the County to accept the gift by resolution expressed in
terms prescribed by the donor in full; and
WHEREAS, the acceptance of the funds in accordance with the donor’s terms is in the best interest of the
County of Otter Tail.
NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners does accept
the above-described funds from the Dead Lake Association and extends its grateful appreciation.
Upon the motion of Commissioner Rogness, seconded by Commissioner Froemming, and passed
on a 5 - 0 vote, the above resolution is hereby adopted by the Otter Tail County Board of Commissioners.

request. Their motion is as follows:

On August 14, 2018, the County Board of Commissioners passed a motion to approve the request
as recommended by the Planning Commission except for removing Condition No. 2. The Applicant
will not be responsible for dust control on Foursquare Road.
As you can see, there are conditions placed on this approval. Once our Office approves the design
for a compliant septic system, our Office will process your Conditional Use Permit. Please work with
Chris LeClair regarding the design for the septic system.

I am responding to your email (below) requesting information on the County Board’s August 14, 2018 consideration of
Jeff & Karen Lees Conditional Use Permit Application.
The County Board passed a motion to approve a Conditional Use Permit for a commercial tasting room business on
Ethel Lake with conditions as recommended by the Planning Commission, except for removing Condition No. 2.
The 5 remaining conditions include: 1. A design for a compliant septic system is approved by Land & Resource prior
to issuing the Conditional Use Permit. 2. The closing time is no later than 9 p.m. 3. The exterior lighting be dim to
ground for the pedestrian traffic. 4. The owner/operator must reside onsite. 5. The sign on the property can be no
larger than 4’ x 4’ and must be unlit.
Our Office is in the process of processing the Conditional Use Permit for this commercial use.

As a property owner on Ethel Lake, I have received a Notice of Public Hearing,
regarding the above property address.
Since I am unable to attend the hearing, (scheduled for August 8, 2016)
I wish to express my comments/concerns/questions regarding this application via
mail.
• As I read the request, I interpreted the “small commercial tasting room” to
mean that the applicant(s) are wanting to open a bar on the property. Unless
the “tasting” of alcoholic beverages is free (including NO cover charge to
enter the establishment and/or NO donations being requested) then by
definition, it would be a bar. Is the property zoned in such a way as to
include a commercial alcohol drinking establishment?
• Foursquare road is a gravel road. If the bar would be operating, would the
present road be sufficient to accommodate the increased traffic flow to and
from the bar?
• The request for four boat slips has me concerned the most.
As the commissioners may know, Ethel Lake is a relatively small lake
(approximately 190 acres) and hosts a resort on the NE end. There are
many people who enjoy activities on the water, including fishing, swimming,
skiing, jet-skiing, kayaking, paddle boarding, wake boarding, and more.
Allowing boaters easy access to an establishment that serves alcohol is sure
to be a recipe for disaster.
I hope that the request to open such an establishment is denied, and that
Ethel Lake remains status quo.
