Motion: A motion by Maske, second by Boyer to table, at the Applicant’s request, to
November 10, 2004 to allow Applicant to: 1) Revise the Plat with conforming lot sizes. 2)
Pursue with MN DOT the possibility of a loop to eliminate the cul-de-sac. All required
material must be received by the Land and Resource Management Office no later than
October 22, 2004. Voting: All Members in favor.
Robert Kiley - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): 1. Place 4’ high retaining
wall on SE corner of home and taper out to east 56’ to O’. 2. Backfill behind wall will be
approximately 4’ deep tapering out 76’ tapering to 16”. 3. Remove topsoil and replace
with gravel 36’ wide tapering out to Hwy 78, 4’ deep tapering out 0”. The property is
described as Pt GL 2 & 3 Bg 2349.2’ E & 654.7’ N & 318.3’ SWLY on Hwy (.70 AC),
Section 29 of Otter Tail Township; Otter Tail Lake (56-242), GD.
Steve Widness (Gunderson Construction) represented the Application.
Motion: A motion by Estes, second by Schwartz to approve as presented provided: 1) A
4’ wide X 6” to 8” deep swale is excavated between west side of house and lotline to
prevent surface water run-off onto the neighbor’s lot. 2) Appropriate erosion control
methods are implemented. Voting: All Members in favor.
Break: At 9:43 P.M. a 10 minutes break was taken.
Dennis & Suzanne Nelson - Approved With Conditions:
A Conditional Use Permit Application (as stated by the Applicant): We would like to level out
erosion valleys on our lake shore, by taking sand from top of ridge and filling in low areas.
We would like to remove one foot off of high ridge, and fill in less than one foot in low
areas. The property is described as Lot 3 Block 1 Elwill Beach 2"'* Addition, Section 5 of
Girard Township; Lake Ethel (56-193), RD.
Dennis & Suzanne Nelson represented the Application.

Clay Amundson (Representative for Project) - Approved As Presented With
Conditions: A Conditional Use Permit Application (as stated by the Applicant): All work to
be done is within a Public Road Right of Way, which is unimproved or maintained. 1.
Remove a 960 sq. foot concrete slab, and a 162 sq. foot vacant shed and concrete
footings. 2. Replace current cart paths with approximately 280 feet long and 16 feet wide
of road, so to provide safe and adequate direct access to lots 1, 2 and 3. (Approximately
250-300 cubic yards cut/fill) 3. Construction to be completed in 2004. The property is
described as Public Road adjacent to: Lots 1,2,3 Block 1, Coney Island Acres Second

On October 13, 2004 the Planning Commission passed a motion to recommend approval of
your request. Their motion is as follows:
A motion by Sha, second by Estes to approve allowing the applicant to fill the depressions
on the slope provided the Land & Resource Management Office approves the vegetation
and erosion control plan.
On October 19, 2004 the County Board of Commissioners passed a motion to approve the
request as recommended by the Planning Commission.
As you can see, there are conditions placed on this approval. Once these conditions are
met, our Office will process your Conditional Use Permit.
