Conditional Use Permit - Taylor Investment Corporation:
Mr. Kalar reported that the original CUP request to relocate a driveway and construct a
driveway of Taylor Investment Corporation was tabled, and at the Planning Commission
meeting held on January 12*^, a revised plan was considered. The Planning Commission
recommended approval of the revised plan; however, since that meeting, correspondence
from Friberg Township has been received. The correspondence was distributed to Board
members. Friberg Township Board members expressed safety concerns regarding the
proposed approach coming from the Township road. They stated that they would prefer a
road coming off of County Road 3. There was some question as to whether or not Taylor
Investment owned the property necessary to build the road from CR 3. Motion by Lee,
second by Nelson, and unanimously carried to deny the Conditional Use Permit request as
presented on the Revised Map (received by Land & Resource Management December 21,
2004) because of safety concerns with the proposed approach from the Township road. The
property is described as Lots 5 & 6 ex flowage, Section 28 of Friberg Township: West Red
River Lake (56-711).
Conditional Use Permit - Jeff & Wendy Grabow:
Motion by Froemming, second by Nelson, and unanimously carried to approve a Conditional
Use Permit to allow a one-operator beauty salon as presented. The property is described as
Pleasant Shores Lot 20 Blk 1 & 2 N of Sec Line, Lot not to be split and Pleasant Shores Lot
20 BIk 1 & 2 S of Sec Line, Section 5 & 8 of Girard Township: Ethel Lake (56-193).
State Shoreland Management Ordinance Update
BWSR Block Grant
Mr. Kalar provided a draft Shoreland Management Bill and briefed the Board on proposed
changes. He also presented the 2005 Board of Water and Soil Resources Block Grant.
Motion by Nelson, second by Mosher, and unanimously carried to authorize the Land &
Resource Manager to proceed with application for the BWSR Block Grant for 2005. The
County is eligible for $102,700 with a match of $105,452.
Fraud Investigator and Fraud Prevention Positions
County Attorney, David Hauser, briefed the County Board regarding the position descriptions
of the Fraud Prevention and Fraud Investigator positions. He noted that there is overlap in
duties of the positions. Motion by Lee, second by Nelson, and unanimously carried to
approve the concept of eliminating the Fraud Prevention position and replace it with a second
Fraud Investigator position under the County Attorneys’ office.

Motion by Mosher, second by Lee, and unanimously carried to authorize the following annual

A Conditional Use Permit Application (as stated by the Applicant): We sold our home and my
in-home beauty salon in rural Barnesville and have built a new home on Lake Ethel. I
would like to put in a one-operator beauty salon in our new home on Lake Ethel. More
detailed information on file with Land & Resource Mgt. The property is described as
Pleasant Shores Lot 20 BIk 1 & 2 N of Sec Line, Lot not to be split and Pleasant Shores
Lot 20 BIk 1 & 2 S of Sec Line, Section 5 & 8 of Girard Township; Ethel Lake (56-193), RD.

Motion: A motion by Estes, second by Boyer to approve as presented. Voting: All

Arnold Jonson - Tabled to April 13, 2005:
A Conditional Use Permit Application (as stated by the Applicant): Requesting to maintain &
keep the patio (existing), and the new retaining wall shown (drawing available for viewing
at Land & Resource Mgt office). Also to install concrete steppers for walk to lake.
Reasoning: I removed 2 large junipers leaving bare ground. I installed concrete retaining
wall block to retain bank against erosion. I also want to install walk way to lake to minimize
erosion. This is an After-The-Fact request. The property is described as Blaze’s Beach
Lot 21, Section 21 of Otter Tail Township, Otter Tail Lake (56-242), GD.
Arnold & Glenda Jonson represented the Application.
Motion: A motion by Estes, second by Schwartz, to table (at the Applicant’s request) to
April 13, 2005, due to the snow cover and the inability of the Commission Members to view
the property. The Applicant is to provide a plan (to be received by Land & Resource
Management, no later than March 25, 2005), indicating what is proposed to be done to
complete the project (including the impervious surface). Voting: All Members in favor.
Discussion - Pelican River Estates, Pelican River (56-PR):
Bill Kalar informed the Planning Commission that the Tech Panel (Wetland Conservation
Act) will not allow the proposed road to cross the wetland. The Commission indicated that
they would like to discuss this with the Applicant for further review.
Distribution of Updates:
Bill Kalar distributed the following information to the Commission Members:
1. Term Expirations of Planning Commission Members effective January 1, 2005
2. Planning Commission Meeting Schedule for 2005.
3. A copy of the 2005 County Board approval for per diem and mileage.
Election of Officers: A motion by Maske, second by Trites to re-elect the current Officers
for 2005: Chairman - Bert Olson; Vice-Chairman - Les Estes; Secretary - Leona
Zimmerman. Voting: All Members in favor.
Adjourn: At 8:30 P.M., Chairman Olson set the Meeting, the next meeting is scheduled
for 6:30 P.M. on February 9, 2005

As a property owner on Lake Ethel, I object to granting a conditional use
permit for the Grabow’s beauty salon. It is a residential area where most
people have bought into because of its beauty, peace, and quiet. Granted,
a one-operator beauty salon would not disturb that quiet too much, but it
leaves the door open for any and all future businesses.

Proposed In-Home Beauty Salon
Wendy Grabow would like to open a one-operator beauty salon in o
new home on Lake Ethel. Wendy would be the lone operator. She would like
to have her hours of operation from 8 a. m. to 8 p.m. Monday through f
Saturday.
Traffic flow should not present a problem as Lake Ethel Road is a I
newly tarred road leading to our driveway and is kept well maintained year
round. We have ample designated parking planned for the anticipated
vehicles. We keep our own driveway well maintained and clear of snow in the
winter. Walk areas and steps are also well maintained.
We would comply with the necessary sewer requirements for this type
of business. ( example^ additional holding tank to be pumped separately by a
licensed septic service) If a business sign is required, we would not want it to
be larger than 4 feet by 3 feet and unlighted. We personally would rather not
have a sign to clutter the area.
We have an existing 175 watt mercury yard light that is adequately
located to illuminate the entire parking area. The entrance/ exit to the
proposed salon would be well liglited with several recessed lights in the soffit
area of the porch area.
The interior of the salon would meet the State Board of Cosmetology
licensing requirements and there is a restroom available next to the salon for
customers to use.
Wendy has been a licensed and practicing beautician for about 27
years. She has owned beauty salons in her previous two homes for the last 22
years. Each of these was a one-operator salon and it has worked out well for
Wendy.
Wendy is licensed with the State of Minnesota and is insured with
American Family Insurance -Pat Hilley Agency of Fergus Falls, MN.
