Motion by Froemming, second by Mosher, and unanimously carried to approve a Conditional
Use Permit to build a deck on the front of the home as presented. The property is described

Conditional Use Permit - Kirk DuLac:
Motion by Froemming, second by Block, and unanimously carried to approve a Conditional
Use Permit to build a retaining wall with a condition as recommended by the Planning
Commission. The property is described as Pt GL 1 com SW cor GL 1...(.69 AC) in Section
29 of Amor Township: Otter Tail Lake (56-242).
Conditional Use Permit - Sunshine Villa / Steve & Sherri Halstenspaard:
Motion by Nelson, second by Mosher, and unanimously carried to approve a Conditional Use
Permit to build a larger hobby building than previously approved. The property is described

Permit for a revised plan received by Land & Resource Management on June 1, 2004, with a
condition as recommended by the Planning Commission. The property is described as
Sandy Flaven Development, Lot 14 & S 50’ 13, and Lots 15 & 16, Section 32 of Tordenskjold
Township, Stalker Lake (56-437).
Alternative Plan Request - “Bip Sandy Beach”/ Johnson, Hopkins & Canfield:
Motion by Nelson, second by Lee, and unanimously carried to approve the recommendation
of the Planning Commission and affirm the previous County Board motion on April 20, 2004.
The property is described as Jungle Shores Lots 6 - 12 & Pt of GL 9...(15.55 Ac) Section 31
of Corliss Township: Big Pine Lake (56-130).
EZ Flow
Land & Resource Director, Bill Kalar, presented a survey regarding the EZ Flow septic

A Conditional Use Permit Application as stated by the Applicant: We request to build our
Hobby building 50’ x 62’ instead of 50’ x 40’ that was approved on June 12, 2002. The
property is described as GL 1 E’ly of CSAH #53 (16 Ac), Section 23 of Pine Lake
Township; Big Pine Lake (56-130), GD.
Steve & Sherri Halstensgaard represented the Application.
Motion: A motion by Estes, second by Maske to approve as presented. Voting: All
Members in favor.
^jyfefftin & Kimberly Anderson - Approved As Presented:
A Conditional Use Permit Application as stated by the Applicant: Add approximately 200
cubic yards of fill for construction of 32’ x 48’ metal building, concrete floor (proposal on file
at Land & Resource Management). This is an After-The-Fact request. The property is
described as Lot 2, Block 1, Froslee Shores, Section 35 of Girard Township; East Battle
Lake (56-138), RD.
Martin Anderson represented the Application.
John Mack indicated he has no objections (and he has spoken to other neighbors who do
not object).
Motion: A motion by Lachowitzer, second by Maske to approve as presented since this
project would have been approved if requested prior to the fill being placed onsite. Voting:
All Members in favor, except Olson abstained.
Jim Howe / Gwen Howe - Approved With A Condition:
A Conditional Use Permit Application as stated by the Applicant Construction of paving
stone walks, patio, and steps as well as foundation plantings and general leveling of yard.
Cut area 154’ x 5’ maximum depth of .5’, fill area 140’ x 50’ maximum depth of .25’, 80

the built up ice ridge and other noted area to match with the adjacent neighbor’s shoreline
to the north. We would remove topsoil, level sand and replace topsoil. All excess sand
would be used as fill on back side of lot or removed. Affected area would be seeded with
ground cover. Total project area: 288’ shoreline, 242 cubic yards. Mr. John Torgrimson,
