Conditional Use Permit - Larry Kohler and Todd Kohler: Motion by Huebsch, second by Froemming and carried, with Johnson abstaining, to add 2 campsites as presented and recommended by the Planning Commission. The project is located in R of GL 8 E of Hwy & S of River, Section 2 and Pt of GL 1, Section 11 of Dunn Township; Pelican River (56-PR), AG and Pelican Lake (56-786), GD. Conditional Use Permit - Craig & Michele Emerson: Motion by Froemming, second by Johnson, and unanimously carried to approve a Conditional Use Permit for this earth moving project as presented and recommended by the Planning Commission. The project is located on Lot 1 Block 1 Froslee Shores, Section 35 of Girard Township; East Battle Lake (56-138), RD. University of MN Extension Service Memorandum of Understanding Community Services Director, John Dinsmore reported that a County Administrative Assistant position will be eliminated while a new position with the University of Minnesota will be part of the new agreement between the U of MN and Otter Tail County. He explained how current duties of the Administrative Assistant position will be redirected to the new position and existing coordinators. Commissioners discussed possible solutions to creating more vibrant County Fairs throughout the State. Motion by Huebsch, second by Johnson, and unanimously carried to authorize the appropriate County Officials’ signatures to execute the Agreement between the University of Minnesota and Otter Tail County for providing Extension programs locally and Employing Extension Staff. This is a three year agreement (2016 through 2018) with a 6.75% salary increase over the term of the agreement. Recess & Reconvene At 11:43 a.m.. Chairman Lindquist recessed the meeting of the Otter Tail County Board of Commissioners for a committee meeting and lunch break. The meeting was reconvened at 1:04 p.m. with Commissioners Lindquist, Huebsch and Froemming present. Commissioners Johnson and Rogness were present at 1:08 p.m. Planning Commission Reappointment Motion by Froemming, second by Huebsch and carried, with Johnson and Rogness absent, to reappoint David Wass (District 3) to the Otter Tail County Planning Commission for a three year term effective January 1, 2016. County Drainage Systems Ditch 63: Motion by Johnson, second by Froemming, and unanimously carried to award a tile replacement project to DM Enterprises, in the amount of $6,000.00, consisting of removing and replacing about 700 ft. of 12” tile at existing grade across Gary Wilde’s property in County Ditch 63.
