Chairman Olson called the ireeting to order with Coimissioners Nelson, Hovland, Nordgren and Olson present, Ccrmiasicner Lindquist absent for a medical appointment in the Cities. The meeting commenced at 12:40 p.m.. MDticn was made by Hub Nordgren, seconded by Bert Hovland and Cctrried, to approve the minutes of the Novertter 7th meeting as mailed. Jeffrey L. Bowlby, Meadowbrtack Insurance Groi.53, appeared before the Board and reported on the 1991 Otter Tail County Health Coverage Renew­al, whidi invested a cost of $182.43 for single coverage, $493.00 for family ooverage, or a total increase of $249,599, 28.6% over 1990. Mr. Bowlby recermended renewal of the Blue Cross-Blue Shield Self- FUnded Plan at the renewal rates; secure reinsurance levels of $30,000 individual, 115% expected losses; monitor yeatr end cash results to de­ termine the performance of 1990. No action taken. Residents of Henning Township, Wesley Torkelson spokesman, appeared before the Board requesting the county do something to solve the dust problem on the township road between the Henning Transfer Station and eSAH #67. The County Engineer Edchard West was instructed to oheck on the cost of applying dust guard to control the dust. The matter of personnel insurance benefits for retired elected county officials was discussed. Motion w£is made by Sydney Nelson, seconded by Hub Nordgren and carried, to instruct Inrry Krohn and Wally Senyk to prepare a resolution containing the necessary wordage as recdmended by the Personnel Cermittee. A delegation of people, Charles Krdoelberg representative, appeared be­ fore the Board regarding a conditional use permit approved with ocn- ditions by the Plainning Commission on the request of Larry and Tom Carlson to expand a sporting clay course in Erhards Grove Township. Krekelberg and Carlson are to meet and discuss the project for am amiable solution prior to boaurd action. Motion was made by Bert Hovland, seconded by Hub Nordgren and carried, to graint approval of the John L. Tallarlco application for conditional use permit to have a duck pond on property in G.L. 6, Dunn Township, approved without removal of the inlet and outlet pipes, on the condition the project be monitored by Land i, Resource in one year. Motion was made by Sydney NoLson, seconded by Bert Hovland and carried, to approve a conditional use permit for Leonard K. Saewert, Corliss Township, to expand Leonard's Resort from 8 to 18 units. Motion was made by Bert Hovland, seconded by Hub Nordgren and carried, to uphold the decision of the Planning Cemission and deny the request of James Osterman, for a conditional use permit in Henning Township to construct retaining wall. A motion was made by Bert Hovland to approve forgiveness of penalty on a late payment of tax by Linda Conover in Corliss Township. Ihe motion was seconded by Hub Nordgren but failed with Hovland and Olson voting "no". It is encouraged for Land & Resource to research a way to minimize the impact on the area. 8. Land & Resource should consider a possibility of screening the terrace walls.
