Chairman Nbrdgren called the meeting to order at 1:06 p.m. David Barton of the Viking Library System aj^ared before the Board as requested with a new request for funds for the year 1986 of $116,342, vhich was the same level of funding as 1985, stating it was inpossible to cut appropriations without seriously cutting services. After consi­ deration, motion was made hy Mel 0. Olson, seconded by Bert Hovland and unanimously carried, to approve a levy of $116,342 for the Viking Library System for the year 1986. Call to order All present Viking Library Rick Hammer of All Building Corporation appeared before the Board for signing of the contract for construction of transfer stations in Otter Tail County. Motion was made by Bert Hovland, seconded by An<^ Lindquist and unanimously carried, to authorize the Chairman of the Board to sign said contract on behalf of Otter Tail County, subject to an amendment for the change of location should the transfer station originally intdided for the Pelican Rapids area be changed to Detroit Lakes. Transfer Stations Gene Daver^rt appeared before the Board presenting proposals for the purchase of a new vehicle for the County Assessor's office, followed with a motion by Hub Nordgren, seconded by Ancfy Lindquist and unanimously carried, to have Bert Hovland and Gene Davenport scrutinize the proposals received and select low bid. Motion was made by An(^ Lindquist to include air conditioning in all future car purchases. Ihe motion was seconded by Mel 0. Olson and carried with Sydney Nelson voting "no". Olson and unanimously carried, to approve the application of Amoco Oil Company, Minneapolis, MN, for reduction of assessed valuation on the pipe line located in Oscar Township. A motion by Sullivan, second by Femling to approve the conditional use application of Russell Berg, dated July 22, 1985 on Lida Lake, No. 56-747, GD, Sec. 10 of Lida Twp. subject to; 1) DNR approval for water draining into the lake, 2) Fill area approved off crown of road which is approximately 100 feet back from the lake, 3) Walkout cut does not exceed l^s feet, and 4) Land & Resource Management to take a reading of the present level of the pond now to establish a reference point before any draining is done. Voting Yes: Voting No; Petterson Abstaining; Schilling A motion by Sullivan, second by Schilling to approve the conditional use application of Reece Hughes, dated June 28, 1985 on West Battle Lake, No. 56-239, GD, Sec. 20 of Girard Twp. as modified as follows: Scrub brush on ice ridge and landward may be removed, but no heavy equipment, such as backhoe, dozer, dragline to be used to remove soil and sand retaining roots from "beach" area. 6-8 feet high ridge (or mound) may be partially cut and leveled to north. Start cut at least 30 feet from ordinary average high water mark. Maximum cut to be 3h feet at any one point. All cutting to be tapered to present grade at adjacent lot lines. After ridge (mound) partially leveled to north, may use 4-6 inches subsoil (or gravel) to fill, with 6 inches maximum topsoil (black dirt) dressing between dwelling site and road. Also may apply topsoil to maximum depth of 6 inches between 25 feet and 75 feet from water line. Railroad ties or land­ scape timbers may be installed at 25 feet from water to delineate sand and black dirt areas.
