r^otion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to instruct Larry Krcbn and Mike Kirk to check into
placing those persons attending the cannisters on county payroll as
part-time enployees.

the Board relative to appropriations for the year 1987. No formal
action taken.

TOURISM
A request for funds in the amount of $2,597.00 was received from
Minnesota Heartland, Brainerd, utiich was denied upon motion made by
Bert Hovland, seconded by Andy Lindquist and unanimously carried.
George Walter, Ditch Viewer, appeared before the Board relative to
County Ditch #21, stating when the viewers sutmitted their report, it
was correct at the time; however with the change in conditions since
then, it could be different at present.

Larry Krohn, County Coordinator, reported on the Ackling Building in
Perham recently purchased and various uses of unfinished portions of
the building, for the nursing service, land & resource and the Perham
police department. Krohn and Mike Kirk w’ere instructed to research
and report back to the Bocurd on the 13th of November.
ACKLING BUILDING RENT Motion was made by Bert Hovland, seconded by Sydney Nelson and unani
mously carried, to adjust the rent figures for the Acklirvg Building
wath the County receiving the rent from the date of closure.
f'iotion was made by Andy Lindquist, seconded by Sydney Nelson and unani
mously carried, to approve payment in the amount of $9,329 to the
Association of Minnesota Counties, representing dues for 1987.
FORGIVENESS OF PENALTY Motion was made by Bert Hovland, seconded by Andy Lindquist and uncmi-
mously carried, to deny the application of Karen Beyer for forgiveness
of penalty on ]^te payment of the second half of the 196i7 tax in Dunn
Township.
Motion was made by Bert Hovland, seconded by Sydney Nelson and unani
mously carried, to allow forgivenss of penalty on late paiTnent of tax
by Phillip and Elaine Geary, Dunn Towriship, due to an erroenous assess
ment with corrected statement mailed too late for payment on time.

Meeting of the Otter Tail County Planning Conmisaion vaa held on November 5,
1986 at 7:00 P.M. in the Government Servicea Building, 505 South Court
Street, Fergua Falla, Minneaota 56537.
Membera Present: Cecil Femling, Frank Lachowitzer, Reba Lee, Bert Olaon,
Victor Petterson, Richard Portmann, June Ryan, Robert
Schwartz, Tom Stringer and David Tritea. Wally Senyk,
Assistant County Attorney and Tim Griep, Land & Resource
Management were also present.
Mppibprs Absent;None.
A motion by Ryan, second by Lachowitzer to approve the minutes of
the October 1, 1986 meeting as mailed.
Approved;
Voting; All members in favor.
A motion by Stringer, second by Femling to approve the
conditional use application of Daryl Sutter. Wall Lake, No. 56-
658, GD, on Lot 33 of Mike's Wall Lake Beach, Section 34 of
Aurdal Township as presented.
Approved;
Voting; All members in favor.
A motion by Trites, second by Femling to approve the conditional
use application of Eugene Floersch. Otter Tail Lake, No. 56-242,
GD, on Pt. of G.L. 3, Section 32 of Everts Township to allow 16
additional units providing: 1. There is an adequate 50 foot
buffer zone established around the proposed new development. 2.
This use will be reviewed in 2 years if there are any complaints
registered with the Land & Resource Management Office. 3. The
privilege for these additional units is not to be automatically
transferable to subsequent owners. 4. Approval from the Board
of Adjustment for an acreage and a frontage variance is obtained.
5. Approval from the DNR is obtained.

A motion by Trites, second by Schwartz to approve the conditional
use application of Charles Borchert. West Battle Lake, Mo. 56-
239, GD, on Lot 5 of Grace-Etta Beach, Section 20 of Girard
Township as requested, provided the fill is 1 inch below the
level of the driveway, the work may be done this fall. Kris
Davick and Steve Knutson spoke to the commission.
