A letter from Tom and Toni Mackland in support of the variance as requested was noted for the record. After consideration and discussion, Steve Schierer made a motion, second by Michael Conlon and unanimously carried, to table this variance application until Thursday, August 4, 2005 by which time the applicant will have had the existing tank pumped and will have had the existing tank inspected by a certified individual who will provide a report to the Board of Adjustment regarding the condition of the existing tank. August 4, 2005 Meeting - A letter from Sewer Service stating that they had pumped the holding tank on July 22, 2005 and that in there opinion the tank is a solid pre cast concrete tank that does not leak was read for the record. After consideration, Steve Schierer made a motion, second by Cecil Femling and carried with Rod Boyer abstaining, to approve a variance of 2’ 3” from the required 10’ setback for the location of an existing holding tank 7’ 7” from an existing dwelling with the condition that a float alarm must be installed. Other Business - Patrick and Donna Schwan - Discussion On Thursday, November 13, 2003 a variance was approved for Patrick and Donna Schwan that tied the proposed development to a drawing dated October 16, 2003. Patrick and Donna Schwan building plans have changed and they have requested that the Board authorize the development as shown on a drawing dated July 25, 2005. After review and consideration. Michael Conlon made a motion, seconded by Steve Schierer and carried with Rod Boyer abstaining to approve the development as depicted on the drawing dated July 25, 2005 noting that the new proposal will place the development further from the ordinary high water level then the original plan and the new proposal does not required any additional variances nor does this approval directly or indirectly grant any other variances for the proposed development or removed any conditions placed on the proposed development when the original application was acted upon. I'm not able to make the meeting, however I have the following concerns and questions about the following projects proposed by Mr. and Mrs. Lokken: 1. Construction of a 32' by 24' addition behind the existing house 2. Construction of a new porch roof over the the existing south deck My first question is the amount of impervious surface covered by the existing house, garage, driveway, shed, etc. Is there a maximum amount of area that a person can construct buildings? The existing lots south of the Lokken's have a building area that is 5-10% of the lot area. The request to construct an addition and a roof over the existing south deck will cover an area I believe will be greater than 25% of the lot area. This type of "congested" construction will look out of place with the existing 'character' of the surrounding neighborhood if the coverage is over 25% of the lot area. Another concern I have is the increased amount of impervious surface on the lot. As you may be aware, the next door neighbor to the south, Mr. Vandenberg, has a request to the Shoreland Management Board on August 10th? to consider adding 195 cubic yards of fill on his lot. At the previous Board meeting in June, the Lokken's expressed concern regarding existing drainage on their lot. Their proposed addition and roof over the existing south deck will result in loss of approximately 900 sq ft of porous ground. The runoff from the new roofs will exasperate the existing drainage problem and result in more storm water entering the lake/backwater area. The water quality of the lake will suffer!! As you explained on the phone, the interior design of the addition is not known at this time. A concern I have is that the existing septic system is adequate to handle any additional bathroom, kitchen area, etc. You mentioned that even if the variance is approved, the Lokken's will need to identify the proposed use of the addition and modify or upgrade the septic system as needed. I want to go on record opposing any expansion of the existing drainfield on my property. Thank you again for your time and expertise in this matter, as I explained, I don't concur nor oppose the Lokken's request for a variance, I would like my concerns outlined above to be addressed by yourself or the Board of Adjustment before a decision is made. Please email me with the Board's August 4th decision on the Lokken's variance. Sincerely, Bernard Voss 1843 Levee Avenue Anoka, MN 55303 Owner of the parcel #29000990769000 P.S. If you think it advisable, you may give this email to the members of the Board of Adjustment and enter it in the record of the August 4th meeting. ^ .3 Notice of Hearing for Variance Otter Tail County Government Services Center 510 Fir AveW Fergus Falls, MN 56537 (218) 998-8030/998-8041 Email - wstein@co.ottertail.mn.us wwv\/.co.otter-tail.mn.us Applicant must be present at the scheduled hearing.
