Application): Arvig Acres is a preliminary plat of 6 residential lots immediately south of Big
Sandy Beach, The proposed roadway is designed to be a southerly continuation of the
existing township road. Jungle Shore Trail. The proposed road serving this subdivision is
approximately 768 feet long with a standard cul-de-sac termination. Road will meet standards
of County requirement. The proposal is located in Pt of GL’s 7 & 8, Section 31 of Corliss
Township; Big Pine Lake (56-130), General Development (GD).
Motion: A motion by Wilson , second by Boyer to approve the request (including the

A Conditional Use Permit Application (as stated by the Applicant on the Application):
Proposing a Plat of "Balkan Addition" which will be submitted at a later date. Currently there
is an existing Road and Cul-De-Sac (High Vista Drive) to the proposed Plat. The existing Road
meets the requirements that is required for a Subdivision and the Road is also maintained by
the Township. The Cul-De-Sac does not meet the requirements required by the Subdivision
Controls Ordinance. We will be removing trees, raising the Cul-De-Sac area and will also
place Class 5 on top. The fill that is needed to raise the Cul-De-Sac will be borrowed onsite.
Will need to raise Cul-De-Sac area a max of 3.5' to 4' on the east side to make level and place
Class 5 on top. Will build new drive surface to the specified 100' diameter required. Will shape
and replace the salvaged topsoil on the bonow area and ditch areas as well as seed and
stabilize areas. Total cubic yards of earthmoving requested are 830 cubic yards which will
include topsoil removal, re-shaping and class 5 surface. The proposal is located in Lot 1 &
NE1/4 NE1/4 Ex Platted (71.70 Acres), Section 31 of Ottertail Township; Otter Tail Lake (56-
242), General Development (GD).
Phyllis Lindholm expressed concerns regarding the proposed road. Ron Burd had questions
regarding wetlands, the existing cul-de-sac and the proposed road.
Motion: Motion by Wilson, second by Gabe to approve as presented. Voting: All Members
in favor.
Break: At 7:17 pm, the Commission took a 13-minute break and reconvened at 7:30 pm.

Fall 2018 Construction Plan
• Stabilize all disturbed areas with temporary seeding. Install erosion control blanket in
areas of concentrated flow such as the drip edge of the existing house.
• Extend silt fence along the lakeshore and the east property line to establish perimeter
control. Additional zip ties may be required to fasten silt fence to posts due to high winds.
• Do not disturb any additional areas that are not necessary to construct the workshop and
driveway to the workshop.
• Locate spoil material from workshop foundation excavation in locations where it is not
subject to erosion from concentrated flow otherwise remove from the site.
• Maintain existing driveway and garage foundation for construction staging; Eventually
this area will be required to be removed when construction for the new garage and
driveway commence in summer 2019.
• Construct workshop foimdation and driveway.
Summer 2019 Construction Plan
• Maintain and replace silt fence are necessary.
• Establish temporary seeding in all disturbed areas.
• Construct house addition, garage, and parking/driveway.
• Locate spoil material from in locations where it is not subject to erosion from
concentrated flow otherwise remove from the site.
• Grade site to direct stormwater to rain garden. There is potential that subsurface drainage
will be required to convey runoff.
Final Stormwater Plan (This will be provided bv East Otter Tail SWCD)
• Direct all surface flow from culvert on property line with grading along the township
road right of way and direct towards proposed rain garden/retention pond along east
property line.
• Runoff from the workshop and driveway will be directed along the township road right of
way. Installing rain gutters will help direct the runoff.

• The attached garage and parking/driving areas will be directed towards proposed rain
garden. Installing rain gutters will help direct the runoff.
• The house addition and existing house will likely not be feasible to direct into the rain
garden. Installing rain gutters and directing towards the lake will be the most stable
outlet.
• The rain garden/retention pond will be constructed with a stable outlet to the lake and not
the adjacent property.
• Site survey will be complete in fall 2018. Final stormwater plan will be developed m
winter 2019.

Application and the previous after-the-fact request.
Motion Failed: A motion by Rosenthal, second by Wilson to approve provided: 1. The
Applicant works with SWCD for a drainage plan. 2. Land & Resource Management approves
an erosion control plan. 3. The proposal meets the 3’ vertical separation as required by the
Shoreland Management Ordinance. 4. The impervious surface does not exceed the 25%
requirement of the Variance approval. 5. The Applicant should work with Land & Resource
regarding a completion date. Voting Yes: Olson & Rosenthal. Voting No: Bailey, Boyer,
Gabe, Stone, Wass & Wilson.
The Applicants requested to have their Application tabled to the November 14, 2018 Meeting.

Motion by Huebsch, second by Rogness and unanimously carried to approve the Preliminary Plat titled
“Tamarac Lake View Second Addition” consisting of three single family residential, non-riparian lots as
presented. The proposal is located in Lot 1 Blk 1 of Tamarac Lake View, Section 22 of Scambler Township;

In addition, the motion approves the Conditional Use Permit for the proposed roadway designed to be a
southerly continuation of the existing township road. Jungle Shore Trail, with a standard cul-de-sac
termination. However, the Board of Commissioners recommends that the applicants consider developing a
road that goes through the property ending at County Highway 8 instead of terminating with a cul-de-sac. If
the applicants wish to develop a through road, Otter Tail County will waive the CUP fee for this purpose.
