Meeting of the Otter Tail County Planning Commission was held on December 13, 2000
at 7:00 P.M. in the Commissioner's Room, Courthouse, Fergus Falls, Minnesota.
Roll Call:
Members Present: Linda Bergerud, Rod Boyer, Les Estes, Frank Lachowitzer, Joe
Maske, Bert Olson, Robert Schwartz, Richard Sha, David Trites and Leona Zimmerman.
Members Absent: None.
Barb Hanson represented the County Attorney's Office and Bill Kalar represented the
Land & Resource Management Office.
Minutes of November 8. 2000:
A motion by Sha, second by Lachowitzer to approve the November 8, 2000 minutes with
the following additions to the Mike & Brenda Scanlan, West Battle Lake (56-239),
Application: 1, Include a comment (after “Mike Scanlan represented the Application.’’)
indicating that the Applicant was advised that extensive additional work may be
necessary to prevent further damage to the bluff in which the dwelling is situated. 2.
Amend in the provisions of the motion (#5) to read “No disturbance of vegetation
(specifically, shrubbery above the work area) can occur.”
Voting: All members in favor.
Sally A Cavalier - Tabled to April. 2001:
A Conditional Use Permit Application stating: Preparation dirt work for a future walk-out
type basement home. This would involve moving about 275 cubic yards of dirt from the
top of the hill, which slopes from the lake about 70 feet, and leveling out the lot on the
west side. The east side of the lot would be sloped back for the walk-out type home and
about 25 cubic yards of dirt moved for a driveway. Install 3 bedroom sewer system with a
drainfield. Install a well water system. Install a horseshoe type driveway. The property
is described as : Lot 3 BIk 1 Haven Hills First Addition, Section 2 of Dora Township: Loon
Lake (56-523), RD.
October 11, 2000 / Motion: A motion by Trites, second by Lachowitzer to table (per the
Applicant’s request) the Application to allow the Applicant to provide more specificity
(detailed plans, stake proposal(s) onsite, etc.), to a date no later than December 13,
2000.
Bill Kalar read a letter from Sally Cavalier requesting to have her Application tabled to
March or April.
Motion: A motion by Lachowitzer, second by Trites to table the Application to April as
requested by the Applicant.

Brad & Mary Drentel indicated they felt this is a worthwhile project and indicated he felt
that Mr. Walberg does good work.
Motion: A motion by Schwartz, second by Sha to approved provided: 1. The maximum

A Conditional Use Permit Application to bring in fill to bring property to the level of the
adjoining property to the north and east, which would provide for correct and proper
drainage of the property and to make site conform to surrounding existing property. The
property is described as Midway Park Pt Lots 3,4,5,6,7,8 & 19 BIk 1 Prescher’s Corrected
Plat Com SW Cor Sec 31..., Pt GL 3, all being in Section 31 of Otter Tail Township:

work this fall with approval from the Land & Resource Management Office.

LaRon Muller Risser-Approved As Presented:
A Conditional Use Permit Application to retain replacement 20” high interlocking garden
wall which adjoins both neighbors 20” walls near beach in order to maintain esthetic
beauty and to prevent any possible shoreline erosion and to protect large oak trees
growing close to the beach. The present garden block wall replaces a wall constructed of
rail road ties which stood in the same place for the past 15+ years. The wall is 69’ in
length. Total weight is approximately 7.5 tons. The property is described as Lot 19 & Ely
20’ of Lot 20 Deer Lake Beach, Section 6 of Everts Township; Deer Lake (56-298), RD.
October 18. 2000 / Tabled: A motion by Estes, second by Lachowitzer to table the
Application, as requested by the Applicant, to November 8, 2000.

Land Acquisition
Don Kleven of the U.S. Fish & Wildlife Service requested certification of a purchase agreement of
approximately 156 acres of land in Western Township. The land includes a mixture of cropland
and scattered wetlands. The property will become part of a public hunting base in Otter Tail
County and it will be maintained for optimum waterfowl usage. Mr. Kleven reviewed the revenue
situation for this purchase. The revenue available to the county and township with this purchase is
$1,346 annually. Motion by Mosher, second by Lee, to certify the land purchase by the U.S. Fish
& Wildlife as follows:

Section 10, NW% except the following described tract: West 460 feet of North 375 feet of NW%NW%.

Planning Commission Recommendations
Preliminary Plat & Conditional Use Permit - “Belmont Pointe’VMilt Paulson:
Motion by Froemming, second by Nelson, to approve the Preliminary Plat of “Belmont Pointe”
consisting of 10 single family residential lots and a Conditional Use Permit to construct a road to
service the plat with conditions as recommended by the Planning Commission. The property is
described as GL 8 & 9, Section 31 of Nidaros Township; Belmont Lake (56-237), NE. Motion
carried.

RD. Motion carried.
