My family owns two properties on the Sanda’s Beach portion of East Battle Lake, and this letter represents the unanimous opinion of my family. We stand opposed to fostering a business environment in this neighborhood. It is our opinion that approving the erection of a 4’ x 8’ sign would be promoting a business in a neighborhood where that would be inappropriate. The Thompson family has been property owners on East Battle Lake for many years, and we feel that the beauty of the area is fragile and must be preserved and that opening the door to the development of private industry including signs and advertisements in this area can be nothing but detrimental. This is a recreational area of cottages and summer homes, and the atmosphere would be changed for the worse if signs were allowed to proliferate promoting businesses along the road. In conclusion, as long term land owners on East Battle Lake, the Thompson family stands opposed to the erection of any sign promoting a business in the Sanda Beach area. Allowing such signage would open the door to more business and industry in a neighborhood of cottages and recreation, and this would have a negative impact. Because it is impossible for me to be present at the hearing on November 2, I am taking this means of letting you know my objections. The sign proposed is of a size (4' X 8')' appropriate for a primary use, a major business, It is totally inappropriate for a primarily residential area. I should think that a sign 18" X 36" would be a maximum size for use in this area, for this secondary business. •fe-.-. ... -- r>W^ Sanda's Beach is a very well established, older neighborhood of mostly seasonal homes, the oldest there on East Battle Lake. Part of its attraction is because of that. We have had a cottage there for almost 50 years. It may sometimes be necessary to allow people to operate secondary businesses out of their homes, but to allow changes of a highly commercial nature (such as a 4' X 8'' sign) would change the character of this lovely place in a most unpleasant way, I object to this. Theelectrical contracting business has already been approved", (dated Oct. 14, 1988) I am opposed to the re-erection of this 4* X 8" sign. The application gave the impression that the business was approved with no conditions. This has served to confuse the property owners who could not attend the meetings last fall, and who asked me to attend the hearings as their representative in order to present the petition and arguments against having a business at this loca­ tion, I have already been questioned about this, I reluctantly attended three hearings last fall and reported to some of the property owners. The final approval at the commissioners' hearing on November 12, 198? was: 1, Moore could operate his electrical contracting business out of the location at the entrance to danda's Beach and the Public Access with the following conditions;(a) No retail business (to prevent traffic congestion). (b) All electrical equipment connected with the business to be stored in the controversial bldg. - none in the yard.(c) The 4’ X 8" sign to be removed and no highly visible, large sign to be erected,2, Reviewal in one year from that date. (Nov. 12, 1987)* (wtien was it reviewed???'' I linderstood that the reviewal was for the purpose of checking that these conditions were met and then the original application for the business would be approved with the same restrictions. Otherwise, all the time and energy spent last fall, making myself ill in the process, was wasted. It does not seem logical that any part of that finally approved permit should be set aside. With no retail business at this location, a sign of this size is not only objectionable but also superfluous. Mr Moore has an ad in the paper with information on where he can be contacted. With the sign gone, feelings have subsided a bit, and Mr. Moore has been hired to do electrical work for some of the property owners on the beach. No one wishes to prevent him from carrying on his business, unfortunate as his choice of location has been, but the re-erection of this sign would tend to open old wounds, and be cause for concern that it would set a precedent for other businesses and signs to blossom at this comer. The timing of these hearings is most unfair to the 40 plus pmperty owners on our dead-end road. With vacation homes and summer lake homes, the great majority of Banda Beach owners are in the area from the middle of June to the middle of August, and leave in the fall for locations all over the United States. I was at the Nov. 12, 1987 Gommissioners* hearing when approval was given for Moore's ‘ILectrical Contracting Business to be carried on, out of the location on Banda's Beach. It was approved on condition that there be no retail busi­ ness and the 4' X 8' sign was to be removed. I am opposed to his putting up this big sign again. .Vhy are these hearings held at a time when there is no one on Banda's Beach? I ask that the hearing be postponed until July, 1989, when property owners are here and can be present at the hearing or at least give their opinions in person. Ottertail Planning Commission: Over one year ago Moore Electrical erected a building on East Battle Lake, Sandas Beach and then sought a permit for a commercial endeavor. At that time your board granted the permit and denied the erection of a sign. Now the request for a sign has been made. We assume the sign would be placed at the entrance to Sandas Beach on the Moore property, thus giving the impression, the entire Sandas Beach area is a part of Moore Electrical. It was difficult a year ago for us to understand how a commercial building could be erected in an residential or cottage zone. Today, with several new cottage construc­ tion projects in that area, it is even more difficult for us to understand the allowance of a sign. We presume because of previous actions, your board will grant the sign. Dear Mr. Trltees, We recleved a notice of a hearing concerning Kevin Moore wanting to erect a sign on his lake front property. I called your office and the woman I talked to stated that the best way to express our feelings is through a letter, since we cannot be at thehearing. We did not protest when Kevin built his garage which was far larger than should have been placed on his property. Had we known what a terrible color and outside finish (baby blue corrigated tin) we would have protested more loudly. We did not protest too strongly when he wanted to headquarter his electricians operation from his garage. Last year he was instructed to remove a sign he had erected, which was one of the provisions given him at that time in order to approve the conditional use so that he could have his electrician's business in his garage. We feel that the sign should not be allowed for the following reasons: 1. It is far larger than the one he was ordered to take down last year. (Although the sign posts are still up.) 2. It wiclsl further detract and take away the natural beauty of the lake. 3. Sanda's Beach is a residential area and doesn't need any business signs A. The primary ones who would read the sign already know that Kevin has his business in his garage and can simply walk down the beach to see him if we need any work done. I ha ■« a lake home near Mr. Moore's property and I am definately against granting Mr. Moore a permit to erect a sign advertising his commercial business, It is my contention that if Mr. Moore is allowed to erect a commercial business sign it would open the door for other lakeshore ovmers to erect commercial signs advertising their line of business during their stay at their summer residence. Please recall there was an application for Special Use Permit in August,1987. (Copy enclosed). There was another meeting November 12, 1987, where it appears the Board of Commissioners did grant him permission to place a sign on his property with the stipulation - approved providing it is reviewed at the end of one year - there will be no retail outlet. This does meet with our township ordinance and Girard Township recommends Mr. Moore be permitted to have a sign showing his place of business on his property with the above stipulation.
