Perry Kugler-Approved/Denied
Perry Kugler, Willmar, MN, requested a variance of 16’ from the required road right-of-way setback of 20’
for the placement of a structure 4’ from the traveled surface of the easement and a variance of 2’ from the
required 20’ drain field setback for the placement of a structure 18’ from the drain field. The property is
described as part of Lot 6, Rosenquist Beach, Eagle Lake in Eagle Lake Township. The audience was
polled with no one speaking for or against the request. After consideration, motion was made by Randall
Mann second by David Trites and unanimously carried to approve a variance of 16’ from the required road
right-of-way setback of 20’ for the placement of a structure 4’ from the traveled surface of the easement
and to deny the variance as requested for the drain field location. Hardship is a very substandard lot of
record and the terrain and topography of the applicant’s property. It was also noted that this variance
would be consistent with others granted in this immediate area.
William and Monica Stutsman - Approved With Modifications
William and Monica Stutsman, Pelican Rapids, MN, requested a variance of 7’ from the required road right-
of-way setback of 20’ for the remodeling of an existing 14’ 4” by 22’ 4” boat storage building into a 2 stall
20’ 4” by 22’ 4” garage, with an attached 12’ by 12’ workshop, 13’ from the road right-of-way. It should be
noted that ingress and egress will be from the applicants’ lot and if the variance is approved an existing 6’
by 8’ shed would be eliminated. The property is described as Lot 16, Sand Dee Cove Beach, Lake Lida in
Lida Township. A letter from Joseph and Colleen Fjelstad in favor of the applicants’ request was read for
the record. The audience was polled with no one speaking for or against the request. After consideration,
motion was made by Randall Mann, second by David Holmgren and unanimously carried, to approve a
variance of 7’ from the required road right-of-way setback of 20’ and a variance of 4’ from the required side
lot line setback of 10’ for the replacement of the existing structure with a new 20’ 4” by 22’ 4” garage, with
an attached 12’ by 12’ workshop, 13’ from the road right-of-way and 6’ from the side lot line.with the
condition that an existing 6’ by 8’ shed must be removed as stated in the applicants’ application. It was
noted that the ingress and egress to the proposed structure would be from the applicants’ lot and at a right
angle to the road. Hardship is a substandard lot of record.

placement of a 24’ by 30’ garage 7’ from the drain field. The property is described as Lot 11, Rainbow
Lodge, East Battle Lake in Girard Township. The audience was polled with Jack Nelson speaking for the
request. After consideration, motion was made by Mark Steuart, second by Randall Mann and
unanimously carried, to deny the variance as requested noting that the existing hardship is a self created
hardship.
