Land & Resource Director Bill Kalar indicated that the MPCA requires that the County hold a Public
Meeting on their behalf regardless of size of the feedlot. The Public Meeting is to let the County Board
know that there are feedlots being constnjcted in Otter Tail County. Countywide zoning discussions have
taken place in past years; however, the public has not been in favor of it.
Proceeding fonvard, the County could implement a more rigorous notice process so neighbors are
informed of the Public Meetings which is their opportunity to provide comment. Commissioner Johnson
spoke about countywide land control so feedlots and junkyards are placed in proper places. Landowner
Dee Johnson asked about possible effect of the bams on water quality. Commissioners suggested that
Ms. Johnson contact the Coalition of Lake Associations (COLA) for assistance with lake testing to track
clarity and other indicators of lake health along with septic system te§(ing information.

On June 27, 2017, the County Board of Commissioners passed a motion to approve the request as
recommended by the Planning Commission.
As you can see, there are conditions placed on this approval. Once our Office receives

Subject: Sporre home lodging rental
To: Otter Tail County- Land &Resource Management
We own the next cabin/property to the west and are directly adjacent to the rental portion of
the Sporre home. We have owned our property for many years and have long-standing
experience with the Tim & Kathy and the activities over on the Sporre's property, even on the
busiest of lake holidays. They are located on several large lake lots with plenty of space, two
driveways and ample parking area. Most of the time it is only Kathy and Tim occupying the
residence but even with guests, we can hardly tell there are people around. The activities at the
Sporre's property have always been very low-key and peaceful when they are home alone or on
occasions when they have guests. We have never seen or heard anything that would cause us
concern with them or their guests.
We offer no concerns or objections related to Sporres providing rental lodging next door to us.
We are fully confident they will always continue to use sound judgment with whom they allow
on their property and their ability to manage quests that they do have.
