(7:32 p.m.) After discussion and consideration, Cecil Femling made a motion, seconded by Paul Larson and unanimously carried to approve the development as proposed with the condition that no part of the proposed development can be any closer to the ordinary high water level than the existing structure and with the condition that the average impervious surface coverage between the two lots, that share the driveway, cannot exceed more than 25%. The two properties together cannot exceed 50% impervious surface coverage. Long driveway shared with neighbors, but completely on our property. This adds a significant percentage to our impervious surface calculation, while creating a zero net effect for driveway on the neighboring property. 2. Hardship for neighbors if access to driveway eliminated. Impervious surface area would increase if neighbor has to add a separate driveway. Mature trees and septic system would also likely be affected by separate driveway. 3. Per recommendation of Land and Resource Director Bill Kalar, it is requested that, due to the shared driveway, the square footage of Lot 3 and the neighboring Lot 4 be combined for the purpose of calculating the impervious surface area. 4. Adjacent back lot is under ^ impervious. Remaining area is native woods. Lot Line Setback Issue 1. Not extending structure on lot line. Replacing only part of existing structure, and adding second story. 2. Previous variance application to extend structure on lot line approved. 3. Keeping new structure in same location as old cabin would prevent removal of mature shade trees. 4. Next-door neighbor built new structure at existing cabin location within side lot setback without variance. They were granted a permit to do so. 5. Lot line setback is an acknowledged issue with many existing structures in the neighborhood and on Lake Blanche.
