Motion was made by Mark Steuart, second by Frank Lachowitzer and unanimously carried, to deny the variance as
requested as no adequate hardship had been shown and in the opinion of the Board adequate area does exist to
place the proposed structure 30’ from the top of the bluff.

Betty Anderson and Gerald Jacobsen - Withdrawn
Betty Anderson and Gerald Jacobsen, Fargo, ND, request a variance of 3’ from the required lot line setback of
10’ for the construction of a garage 7’ from the lot line. The property is described as Lot 11, Trigg Beach and
the East 20’ of Lot 7, Trigg Beach First Addition, Prairie Lake in Pelican Township. Prior to the scheduled
public hearing the applicants notified the office of their desire to withdraw their variance application at this time.
Karen Zell - Approved as requested.
Karen Zell, Battle Lake, MN, requested a variance for the purpose of constructing a 45’ by 20’ addition unto an
existing business which presently covers more than 25% of the total lot area with impervious surfaces. It
should be noted that there would be no change in impervious surface coverage since the proposed addition
will be built over the existing parking lot. Existing impervious surface coverage is 53%. Also, requesting a
variance of 3’ from the required road right-of-way setback of 20’ for a 3’ overhang 17’ from the road right-of-
way. The property is described as part of Lot 14 and all of Lot 15, Block 4, Bonita Beach and Lot A, Block 3,
Bonita Beach Rearrangement Reserve Lots 1, 2 and 3, Otter Tail Lake in Everts Township. Carl Malmstrom,
Attorney, appeared along with and represented the applicant at the public hearing. Letters from Dorothy and
Richard Ness and Joanne Stich in support of the applicant’s request were read for the record. Carl
Malmstrom, Attorney, noted that Judge Harlan Nelson, an adjacent property owner, also supports the
applicant’s request and if necessary would submit a letter stating his support. The audience was polled with no
one speaking for or against the request. After consideration, motion was made by Cecil Femling, second by
David Holmgren and unanimously carried, to approve the variance as requested noting the following:
the Planning Commission has recommended approval of the applicant’s proposed project,
the County Board of Commissioners has approved the Planning Commission recommendation,
there will be no net change in the impervious surface coverage,
the applicant has adequate parking area,
the proposed development is across the road,
the drainage from the applicant’s property is to the back of the lot away from the lake, and
the proposed development is for a commercial venture and will not establish precedence for residential
development.
Norman Stolle - Denied.
Norman Stolle, Windon, MN, requested a variance of 10’ from the required top of bluff setback of 30’ for the
placement of a home 20’ from the top of the bluff. The property is described as part of Lots 37 and 38, Girard
Beach, West Battle Lake in Girard Township. Chuck Ross appeared along with the applicant at the public
hearing. The audience was polled with Dallas Glick speaking in favor of the applicant’s proposed
development. After consideration, motion was made by Mark Steuart, second by Frank Lachowitzer and
unanimously carried, to deny the variance as requested as no adequate hardship had been shown and in the
opinion of the Board adequate area does exist to place the proposed structure 30’ from the top of the bluff.
