Eldean and Deanna Ratzlaff - Approved the variance as requested with a condition. (6:36 p.m.)
After consideration and discussion, Paul Larson made a motion, second by Michael Harris and carried with Randall
Mann voting no, to approve a variance of 25’ from the required bluff setback of 30’ for a porch overhang located 5’
from the top of the bluff and 100’ from the high water line with the condition that rain gutters must be installed on both
the main house and porch roofs to direct runoff water away from the bluff and to the rear of the lot. Those voting in
favor of the approval noted that had the variance been requested prior to the completion of the project it would have
been approved because the project would have been considered routine maintenance.

MINUTES OF THE MEETING
OF THE
OTTER TAIL COUNTY BOARD OF ADJUSTMENT
Thursday, August 3, 2006
The Otter Tail County Board of Adjustment met Thursday, August 3, 2006, with the following persons in
attendance:
Michael Harris
Randall Mann
Robert Schwartz
Cecil Femling
Paul Larson
Steve Schierer
Wayne Roisum, Land and Resource Management
David Hauser, County Attorney
Called to Order - Randall Mann, Chair called the meeting of the Board of Adjustment to order at
6:30 p.m.
Minutes Approved -
The Board of Adjustment approved the minutes of the July 13, 2006 meeting as mailed.
The Board of Adjustment considered the following applications for variance:
Gene Moske - Approved the variance request as modified. (6:32 p.m.)
Gene Moske, Government Lot 1, Section 26 of Effington Township by Fish Lake, requested a variance of
45' from the required ordinary high water level setback of 200’ for the placement of a 24’ by 28’ addition
155’ from the ordinary high water level and a variance of 15’ from the required ordinary high water level
setback of 200’ for the placement of a 24’ by 28’ garage 185’ from the ordinary high water level. The
audience was polled with no one speaking for or against the variance as requested. At the public hearing
the applicant changed the variance request for the 24’ by 28’ addition from 45’ to 3T and also indicated
that he no longer required a variance for the 24’ by 28’ garage. After consideration and discussion, Steve
Schierer made a motion, second by Paul Larson and unanimously carried, to approve a variance of 3T
from the required ordinary high water level setback of 200’ for the placement of a 24’ by 28’ addition 169’
from the ordinary high water level. The Board noted that the proposed addition is in line with the
established dwelling on this existing farm site.

variance of 25’ from the required bluff setback of 30’ for a porch overhang located 5’ from the top of the
bluff and 100’ from the high water line. The audience was polled with no one speaking for or against the
variance as requested. After consideration and discussion, Paul Larson made a motion, second by
Michael Harris and carried with Randall Mann voting no, to approve a variance of 25’ from the required
bluff setback of 30’ for a porch overhang located 5’ from the top of the bluff and 100’ from the high water
