Lee, Shoreland Management Administrator Otter Tall County, Minnesota MINUTES or THE MEETING or THE OTTER TAIL COUNTY BOARD OF ADJUSTMENT March 5, 1981 y The Otter Tail County Board of Adjustment met at 7:30 p.m., Thursday, March 5, 1981 with Craig Anderson, John Ewert, Tom Stringer, David Trites and George Walter present. The first order of business was to elect a cliaii’man and vice chairman. Motion was made by Craig Anderson to nominate George Walter as Chairman, Motion was made by David Trites to cast a unanimous ballot for the nomination of George Walter as Chairman. The motion was seconded by Tom Stringer and carried unanimously. Motion was made by David Trites to nominate Craig Anderson as Vice-Chairman. Tom Stringer moved nominations cease, seconded by George Walter and carried. The following applications for variance were considered;' - ■ Irvin Voll, Henning, MN, requested permission to construct, a 12' x 12' x 8' storm shelter approximately 25' from lake on Lots 10 and 11, Block A, Hursh's 1st Add'n to Linden Park in Girard Township. A letter from the Department of Natural Resources objecting to said variance was read. After' considerable dis­ cussion, motion was made by David Trites, seconded by John Ewert and carried, to deny request, Craig Anderson abstaining, Gerald Thompson, Fergus Falls, MN, requested permission to construct a garage 2 feet from property line, rather than the required 10.5', on Lot 35, Hillside Add'n lo Burau Beach, Dane Prairie Township. Because Mr, Thompson's request wa.u also for a 30' setback from road right-of-way which v.’as not included in tlie notifications as mailed, motion was made by Craig Anderson, seconded by John Ewert, to table action until all interested parties are notified of the additional variancerequest, Terry Jensen, Underwood, MN, requested permission to construct boathouse approximately 20 to 25' from lake, built into bank on Lot 18, Moore's Beach, 1st Add'n, Maine Township. A letter from the D.N.R. in opposition to said project was read. After considerable discussion, motion was made by Craig Anderson, seconded by David Trites and carried, with John Ewert abstaining, to grant approval with the stipulation the building would be no larger than a 12' x 24', built into the bank, no closer to the lake than 25', permission granted because of the unusual topography. wvru... Terry Jensen Pickerel Lake Dear Mr, Chairman: This office has reviewed the above variance applications and would like to offer the following comments, I am increasingly concerned about the number and kinds of additional structures, under whatever name one can think of, that are appearing on our lakeshores. The state regulations and the county ordinance talk about and are de­ signed to maintain property values, maintain natural characteris­ tics of shoreland and adjacent water in order to reduce effects of over crowding and poorly planned shoreland development. The only exceptions specifically allowed under state regulations to place­ment of structures on lots are boathouses. It is my opinion that only reasonably sized boat houses should be allowed. Therefore I can not recommend approval of storm shelters and storage sheds, especially those that are large in size like the one proposed on Lake Lida, I see an increasing trend on Lake Lida and Pickerel Lake to what Pelican Lake looks like. In my opinion, such structures are not within the intent of the regu­ lations, The relatively large sizes of required lots allow ample room for structures beyond the setback requirement.f Thank you for your consideration of these conunents.
