DITCH INSPECTOR Tiny Holm, Ditch Inspector, discussed the Board's preference with regard to his inspection of the county's seventy-plus ditches. He indicated in addition to the seventy county drainage ditches, not all are recorded as being approved--four are abandoned and there are ten additional judicial ditches. His question to the Board was whether he should begin reporting on each ditch. It was the consensus of the Board that he should do so. PERFORMANCE EVALUATION SUMMARY Motion by Lee, seconded Portmann and unanimously carried to report the performance evaluation of Virginia Rustad, Court Administrator, as positive. A written summary will be placed in her personnel file. FERGUS FALLS LANDFILL RATES Cecil Femling, Pelican Rapids, MN, discussed with the Board his concern over what he felt was excessive landfill rates. ($11.25) vs Otter Tail County ($5.00) to dispose of a microwave oven. This specific ice ridge exists only within a 400' distance along the lake within lots 16,17,and 18. It is highest on our lot and falls off on the lots to our west and east. 2. Remove soil material from middle 75' of existing ice ridge on lot sloping up within the 37.5' set back mark. The ice ridge being no closer than 14' to the OHWL. The water side of the ice ridge base being approximately 2' above lake bank and the lake bank being a minimum of 3' above the OHWL. Use backhoe to pull soil back from lake side of ice ridge allowing no loose soil material to spill in the direction of the lake. Cutting the ice ridge down to the front side base over the 75' distance. Use the soil material removed from the ice ridge to fill in the long shallow hole area that exists behind the ice ridge away from the lake front. The height of the ice ridge is a minimum of 5' and is 6'+ in places. This soil material would be spread back approximately 68' over the 75' wide area. By spreading the soil material over the 68'X 75' area it would restore the natural slope toward the beach and still maintain a 2' berm at the ice ridge front base between the lot and the lake front. This would continue to restrict any water run off from reaching the lake. 5. Existing oak trees will be left within the 75' area and protected if needed from added soil height or excavation work. *TREES WITH ORANGE RIBBONS STAY. 6. When the soil material has been removed and finish graded any exposed soil will be seeded with a grass seed mixture on the same day. The only "lawn" area will be within the 75' middle lot area and back only to the proposed cabin and garage area. As in keeping with past permits we plan to leave as much area in a natural environment as possible.
